Administration of Justice is a topic with ample opportunity for research and is associated with the context of studies on innovation in the public sector. This thesis motivates this thesis to analyze the institutionalization of innovation in the Brazilian Judiciary. Considering the recent advancements in the application of artificial intelligence, this study includes the institutionalization of this innovation at the locus of labor justification. Therefore, after the introduction that will be presented in Chapter 1, three other associated chapters are presented, written in article format, which aims to meet specific objectives to achieve the central objective of this study. Chapter 2 is a theoretical essay that presents the paradox of innovation and institutionalization, offering an amplified view of possible theoretical paths and adding path dependence as a theoretical lens suggestive of the past orientation of justice to explain innovation in organizations. Chapter 3 presents a historical approach to innovation in the judiciary, providing a historical recap of the case of artificial intelligence and a documentary analysis of innovation in the Brazilian judiciary, focusing on the Labor Courts. In this sense, it reinforces the central position of the National Council of Justice (CNJ) in innovation and presents artificial intelligence as a maturing and unfolding of knowledge related to probability that has occurred over decades. Thus, the clear development of AI in the Brazilian judiciary explains the orientation toward efficiency, supported by the CNJ. Chapter 4 presents a current empirical perspective of how the institutionalization of innovation in the judiciary unfolds, considering interviews with actors in the judiciary. In this practical view, it considers adaptations of innovation in justice organizations associated with mechanisms in path dependence to explain its institutionalization. Finally, chapter 5 provides the general conclusion of the study, whose main findings focus on an explanatory analysis of the institutionalization of innovation in the Brazilian judiciary, including the recent application of artificial intelligence in this field.eng
