dc.description.abstractThe present work is part of the line of studies on transitional justice in the context of the redemocratization of the Southern Cone, after military regimes. Specifically, we focus on the Chilean experience, seeking, as a central objective, to analyze the construction of the historical memory of human violations between 1990 and 2005, using, for this, the narrative productions of the two truth commissions: Rettig (1991) and Valech (2004). The first, carried out between 1990 and 1991, investigated the circumstances of the violations of victims who died and disappeared during the Pinochet dictatorship (1973 – 1990), finally publishing a report aimed at reconciliation, but which stimulated and guided the public uses of the between the 1990s and the beginning of the 2000s, with regard to the triad of transitional justice: truth, memory and justice (reparative and punitive). The second Commission, Valech (2004), in an unprecedented way in the world, resorted to the testimonies of survivors to clarify the crimes of torture and political imprisonment that occurred during the regime, publishing another more emphatic report on the need to advance the horizon of transitional justice. The purpose and means of this work, therefore, aim to analyze the construction of the Final Reports of the Commissions, apprehending the power relations that involve social actors (Human Rights organizations, Armed Forces, press and governments) and the narrative strategies, which, together, they gave rise to an institutional version of the historical memory of human violations in Chile – prevailing until today – during the governments of the Concertación. In this sense, this research brings History closer to the fields of memory and transitional justice, as foundations to advance this line of studies, in order to demonstrate how Chilean society dealt with its past of violations during redemocratization.eng

dc.description.resumoO presente trabalho se insere na linha de estudos sobre a justiça de transição no contexto da redemocratização do Cone Sul, pós regimes militares. Especificamente, nos concentramos na experiência chilena buscando, como objetivo central, analisar a construção da memória histórica das violações humanas entre 1990 e 2005, recorrendo, para isso, às produções narrativas das duas comissões da verdade: Rettig (1991) e Valech (2004). A primeira, elaborada entre 1990 e 1991, investigou as circunstâncias das violações das vítimas mortas e desaparecidas durante a ditadura pinochetista (1973 – 1990), publicando, ao final, um relatório voltado para a reconciliação, mas que estimulou e guiou os usos públicos do passado, entre a década de 1990 e início dos anos 2000, no que se refere à tríade da justiça de transição: verdade, memória e justiça (reparativa e punitiva). A segunda Comissão, Valech (2004), de maneira até então inédita no mundo, recorreu aos testemunhos dos sobreviventes para esclarecer os crimes de tortura e prisão política ocorridos durante o regime, publicando outro relatório mais enfático quanto à necessidade de avançar no horizonte da justiça de transição. O propósito e os meios deste trabalho, portanto, visam analisar a construção dos Informes Finais das Comissões, apreendendo as relações de poder que envolvem os atores sociais (organizações de Direitos Humanos, Forças Armadas, imprensa e governos) e as estratégias narrativas, que, em conjunto, deram origem a uma versão institucional da memória histórica das violações humanas no Chile – imperante até a atualidade – durante os governos da Concertación. Neste sentido, esta pesquisa aproxima a História dos campos da memória e da justiça de transição, como alicerces para avançar nessa linha de estudos, a fim de demonstrar como a sociedade chilena lidou com o seu passado de violações durante a redemocratização.pt_BR
