Diagnóstico Organizacional da Avaliação de Desempenho das Polícias Preventivas Brasileiras no Controle de Indicadores Criminais

Abstract

This final product, presented as a collection of articles, focuses on the organizational diagnosis of performance evaluation in Brazilian preventive police forces, with an emphasis on the Military Police. The research investigates adherence to national guidelines, methods for measuring the effectiveness of police actions, and the perceptions of operational unit commanders regarding the evaluation systems adopted within the scope of public security. The first article critically analyzes the Brazilian guidelines and regulations governing performance evaluation in preventive policing, in light of international experiences. Using a qualitative and bibliographic approach, it identifies best practices and structural challenges in the adaptation and implementation of national policies, suggesting the need for local organizational diagnoses to ensure effective assimilation of these guidelines. The second article, quantitative in nature, explores the use of crime indicators as strategic tools for measuring the operational performance of Military Police forces. Based on data collected from general commanders, the study highlights the predominance of productivity and efficiency-oriented metrics, while pointing out limitations in standardization, data integration, and institutional alignment with current legal frameworks, such as Law No. 13,675/2018 and Law No. 14,751/2023. The third article deepens the analysis by examining the perceptions of commanders from the Military Police of the State of Goiás regarding evaluation systems and the operational challenges faced in crime control. The results show progress in the use of integrated systems and in the articulation between intelligence and operations, although difficulties persist concerning the institutionalization of analytical functions and the adoption of metrics adjusted to local crime dynamics. Together, the three studies contribute to an organizational diagnosis of evaluative practices in Brazilian ostensive and preventive policing, pointing to paths for the improvement of strategic management and institutional governance in public security.
