Economia circular e sustentabilidade: proposta de modelo diagnóstico de educação ambiental apresentada ao Tribunal de Justiça do Estado de Goiás

Abstract

Due to the exhaustion of the linear economic model and its increasing socio-environmental effects, this study seeks to examine how Environmental Education (EE) can be used as a tool to promote the Circular Economy (CE), assisting in the consolidation of sustainable practices and the strengthening of institutional policies in the context of the Court of Justice of the State of Goiás (TJGO). The central question guiding the study is: How can weaknesses regarding institutional support, communication flows, and public procurement governance within the daily operations of the Court of Justice of the State of Goiás (TJGO) be identified through an environmental education diagnosis, in order to guide the formulation of policies that implement sustainability and the transition to a circular economy, thereby narrowing the gap between theory and practice? The investigation is based on the understanding that the Circular Economy, by suggesting the regeneration of material and energy cycles, requires a paradigmatic shift in the forms of production, consumption, and institutional administration. This change is only achieved through the cultural transformation fostered by Environmental Education. Methodologically, a qualitative/quantitative, exploratory, and descriptive approach is adopted, structured in three stages: (i) bibliographic and documentary review on Circular Economy, Environmental Education, Sustainability, and Public Policies; (ii) application of structured questionnaires with a Likert scale to TJGO (Court of Justice of Goiás) employees, in order to assess perceptions, practices, and barriers to sustainability; and (iii) construction of a Diagnostic Model of Sustainability integrating principles of Circular Economy and Environmental Education. It is expected that the results will point to the integration between Environmental Education and Circular Economy capable of generating effective institutional change, by strengthening ecological awareness, optimizing resources, and inducing more sustainable management practices. It is concluded that the proposed model can serve as a strategic tool for TJGO and other public institutions, contributing to a more participatory, resilient environmental governance aligned with the contemporary challenges of sustainability.
