Controle social na gestão ambiental local: uma análise dos conselhos municipais de meio ambiente dos municípios do Consórcio de Desenvolvimento Sustentável do Território Litoral Sul (CDS-LS)

Resumo

The Municipal Environmental Councils (Condemas) promote dialog between the public sector, business and civil society. The aim of this study is to analyse how the Condemas of the municipalities that make up the Southern Coast Territory Sustainable Development Consortium (CDS-LS) serve as instruments of social control over environmental public policies in the territory. The research adopts a qualitative-quantitative approach, using bibliographical and documentary research methods and drawing on data from the CDS-LS itself. The results indicate that the councils face challenges related to participation, political influence, representativeness, mobilisation, social visibility and accessibility. It is concluded that the mere existence of councils does not guarantee the effective participation of the population in municipal environmental management.
