Resumo
This undergraduate thesis was produced under the discipline Final Paper II within the Pedagogy
course of the College of Education of the Federal University of Goiás. The main purpose of this
research was to critically analyze the educational programs towards basic education proposed by
MEC, during the first two years of Jair Bolsonaro's government (2019-2020). The speeches and
proposals of candidate Jair Bolsonaro presented during the 2018 campaign were also examined.
The research methodology involved, in addition to bibliographical and documentary research,
investigations on the official MEC website, mainly through the survey of legislation and all
programs aimed towards Basic Education; additional programs related to this stage of education
present in other governmental spaces were also considered. To assist in the analysis of movements
and social groups on the right and far right, of the ideological flags and the actions of the Jair
Bolsonaro Government, it was counted upon, among others, the help of Michael W. Apple (2003);
as well as Luiz Carlos de Freitas (2018), who critically analyzes the Brazilian social context
composed of a “new right”, which has been moving in a unique way, especially since the
impeachment of President Dilma Rousseff (2011-2016). It can be said that the educational projects
proposed and developed in the period of 2019 to 2020, seek to meet the demands of the
government and the groups that give political-ideological support to the government, such as
neoliberals, neoconservatives, fundamentalist religious groups, military and judiciary segments and
a significant part of the mainstream media. In this way, education is not seen as a State policy,
which should meet the demands of the population, especially those with lower purchasing power,
but instead as a space to meet the private and ideological interests of supporter groups, such as
programs aimed at the militarization of schools and homeschooling.
