Resumo

This search aimed to analyse the State School Libraries Program - PBEE of the State Education Office of Goiás – Seduc/GO, in the period of 2000 to 2010. It aimed verify the objetcives and actions of the PBEE, to identify the official and unofficial actors in the context of their actions and characterize the PBEE by the cyclical type of public policies. The methodology used was the documentary analysis, semi-structured questionnaires and the guided or directed interview. The documenatary analysis was realized at the PBEE publications sent to schools. The delimitation of the field search covered 6 state schools of different geographical regions from Goiânia municipality. The semi-structured questionnair was applied to 6 principals or vice principals and to 6 dynamizer library teacher, one function for each school surveyed. The guided or directed interview was realized with the PBEE coordinator. It concludes that the PBEE does not constitute a planned and consistent action because the phases or stages of the cyclical type of public policies are not complete or effective, which highlights the need for a direct action of the public managers, and the PBEE strutures among several absences and volunteerisms.
