So this question guides the work: to what extent the 1988 Constitution unbalanced in favor of the chief executive, the handling of the legislative process and the corresponding production of existing legislation? We also use the comparative method to identify traces of continuity and rupture in the established relationship between the Executive and Legislative powers from 1946 to 1964 and from 1988 to 2010. To accomplish this, first, the concept of political influence, from the work of Robert Dahl, and its relevance to political systems analysis, will be explored. After that, institutional recourses that allow the Chief Executive to influence the parliament members, present in the Brazilian constitutional history, will be listed, emphasizing the observation of the initiative powers and the prerogative of producing a law like normative act without the participation of the Legislative Power. Furthermore, the work observes the real influence of the president of republic, moment where data concerning the volume of legislative propositions and the duration processing of law projects from each one of the mentioned powers will be presented. At last, this thesis analyses the possible effects of the presence of an agent endowed with an expressive influence deriving from the asymmetric distribution of political resources provoked by an institutional plan.Item Análise do discurso sustentável do Banco Nacional do Desenvolvimento Econômico e Social (BNDES), a partir da “iniciativa BNDES Mata Atlântica”(Universidade Federal de Goiás, 2014-08-25) Antonio, Marisa Dorive; Sartore, Marina de Souza; http://lattes.cnpq.br/7935836189977378This thesis aims to analyze the dynamics of the discourse of environmental policies of the National Bank for Economic and Social Development (BNDES), trying to study the "BNDES Atlantic Forest Initiative". The general theme of this research is "sustainable development", seen by BNDES performance in the market. This study adopts the perspective of Fligstein (2001), which is guided by the idea that the state is behind the expansion of markets, and through the creation of rules, laws, all this transform the market policy, and that the more laws, the greater the presence of the state and the greater the performance and availability of markets. In a complementary manner, it intends also to evaluate if the own latin american history represents an incentive to researchers of different knowledge's areas get help in the Agamben's teachings, in reason to a convergency of theories (Homo Sacer, State of Exception, bare life, biopolitic, camp, etc) and facts (colonization, dictatorial regimes, violence state, etc.). Biroli; Souza, Marta RoveryThis research analizes the positive effects of Mother Centers on the political participation of the women and their contribution for the elaboration of the public political agenda. The case study compares the experiences of women of Mothers Centers in seven countries, with historical, geographical and different socio-political contexts, and their reflexions about their own political participation and collaborations. The research shows how Mother Centers are institutionalized and intermediate spaces between citizens and the government, building bridges of communication for the transmission of political interests and preferences. The analysis of the survey was conducted across a broad theoretical framework on participatory political participation and theories about Social Capital (amongst others: Miguel, 2003; Borba, 2012; Castro e Novaes, 2002; Norris, 2007; Phillips, 1995; Putnam, 2006). Nevertheless, with the Tax Reform (Law No. 18.083) passed in 2007, the country abandoned this model. The question that this paper aims to answer is the reason for the political decision taken by the country to stop being a tax haven. The hypothesis raised for this investigation was subdivided in two planes. Externally, the scenario was one of version to tax havens and the pressure exerted over them. Internally, the motive would be the difficulty of establishing compatibility between a leftist government and a tax haven model. It was exactly when a political party with this ideology came into power that the reform was accomplished. This case study used documents as supporting data. The theory that erved as basis for this analysis is found on the work An Economic Theory of Democracy, by Anthony Downs and such theory was in part confirmed empirically. Regarding the ypothesis, and taking into consideration the international standpoint, an adverse nternational scenario served as confirmation of the country‟s decision. The same cannot be said about the internal scenario, in which the issue of ideology was not shown to be a determining factor for the decision which is the object of this study.Item Hegemonia em transição: um estudo histórico-político sobre o campo da esquerda no Brasil contemporâneo (2003-2018)(Universidade Federal de Goiás, 2018-11-27) Benedito, Sérgio Mendonça; Tavares, Francisco Mata Machado; http://lattes.cnpq.br/2283526225862308; Tavares, Francisco Mata Machado; Bianchi, Alvaro; Maciel, DavidThis dissertation aimed to investigate if a new hegemony is emerging in the field of the Brazilian political left. By following the demonstrations of June 2013 and its immediate developments we saw a growing friction between the leftist collective actors, one part aligned with the Workers’ Party (PT) government – such as the Workers’ Unitary Union (CUT) and the Movement of Landless Rural Workers’ (MST) – and others who have organized themselves in recent years to oppose the moderate political project of the PT – such as the United Socialist Workers’ Party (PSTU), the Homeless Workers’ Movement (MTST), and the Socialism and Liberty Party (PSOL). On the one hand, the discrediting of the hegemonic left, centered on the PT, both in the ideological field and in society as a whole became more evident – given the limitations of the governments of Lula and Dilma in promoting a more prosperous, less unequal, violent and corrupt society. On the other hand, the left opposition, which was strengthened in the PT era by the engagement of a new generation of militants, played an important role in popular mobilization until the peak of the June protests. Having made this diagnosis, we asked whether there was a change in the balance of forces in the field, the possibility of a new hegemony, and the future of the left from those events. This qualitative research was based on the historiographic method and documentary analysis. Its theoretical foundations are found mostly in the work of Antonio Gramsci, from which we extract the categories for the study of political matters in a historical perspective. After a bibliographical survey on the beginnings of the New Republic, the constitution of PT’s hegemony and their presidential governments between 2003 and 2016, we dedicated ourselves to investigate the documents and resolutions issued by the collective actors until 2018 in order to characterize them and to understand their connections, affinities and rejections. Twenty-two organizations were selected according to the criterion of hegemonic potential, in a few words, those that participated in the current crisis of the left and are involved in the struggle for the direction of the field – in line with our gramscian referential. From this effort it was possible to conclude that the PT’s hegemony still holds despite all the setbacks in the post-2013 period and the growing activity of the left opposition. The latter, with the role of PSOL and MTST, became more influential and offered a great contribution to renew, pluralize the militancy and insert the newly politicized generations. In short, hegemony in the leftist field is still in dispute, without any indication of the ascendancy of an alternative direction. Its future will depend on those collectives who, jointly, are able to overcome fragmentation, indicate a new strategic horizon and guide the dispute in the society midst of a democracy in recession.Item Entre líderes partidários e trajetórias individuais: as implicações do background em saúde sobre o comportamento parlamentar(Universidade Federal de Goiás, 2016-06-14) Borges, Barbara Salatiel; Saddi, Fabiana da Cunha; http://lattes.cnpq.br/5199720685281720; Saddi, Fabiana da Cunha; http://lattes.cnpq.br/5199720685281720; Botelho, João Carlos Amoroso; Couto, Cláudio GonçalvesThe aim of this study is to investigate to what extent Brazilian federal deputies’ backgrounds influences their behavior in the legislative arena, more specifically, the variation in their conduct in the nominal voting in the Chamber of Deputies during the period that corresponds to the 54th legislature. Beyond this, owing to a methodological choice and given the limitation of this research, the social background that interests us is that which, and according to selected criteria, would be connected to the health sector. It is divided into three chapters. The first brings a more theoretical approach on State, democracy and foundations of public policies. The second chapter presents a description of public policies aimed at adolescents in conflict with the law, especially SINASE. The third chapter deals with the mechanisms of inclusion and social exclusion of adolescents who comply with socio- educational measures; and presents data and analyzes on interviews with professionals who work in the socio-educational system of Goiânia; as well as presents data and analyzes on the field research done in medical records of adolescents in conflict with the law, of the Municipal Department of Social Assistance of Goiânia. We make use of in-depth interviews, analysis of a systematic sampling plan, data production via survey form of the Survey of the Municipal Socio-educational System in Goiânia, field diary. The paper tries to understand how the MDB (P)MDB, with several internal divisions and structural difficulties for block decision making, behaves in a relatively stable way, and maintains an indispensable party in the composition of the ministries? To investigate, we analyze the institutional mechanisms used by the party in the Chamber of Deputies, such as the control of the agenda of various thematic commissions and mechanisms of regimentation of the support bases, given by the Federal Executive, such as appointments to ministerial positions and release of budget amendments individuals. to remain a party resilient to crises of governability, Based on the research findings, it is believed that the (P)MDB uses institutional instruments to elect large groups, to occupy the highest number of leadership positions in the Chamber, being able to occupy large positions in the Executive, thus having more access to the budget, thus increasing the exposure of its coreligionists at the local level, and, in short, increasing the chances of re-electing bigger groups. The findings of the research allow us to affirm that the (P)MDB uses institutional instruments to elect large groups, to occupy the highest number of leadership positions in the Chamber, being able to occupy large positions in the Executive, therefore having more access to the budget, thus increasing the exposure of their coreligionists at the local level, and, in short, increasing the chances of re-electing bigger groups.Item Implementação da política de regularização fundiária urbana de interesse social em Goiânia: process tracing de três estudos de caso na região noroeste(Universidade Federal de Goiás, 2019-07-04) Coelho, Germano Araujo; Saddi, Fabiana da Cunha; http://lattes.cnpq.br/5199720685281720; Saddi, Fabiana da Cunha; Oliveira, Vanessa Elias de; Pietrafesa, Pedro Araújo; Pereira, Ana KarineMost of the neighborhoods in the northwest region of the municipality of Goiânia are the result of housing policy promoted irregularly by the governments of the state of Goiás. During the long period, residents of these neighborhoods were unable to receive property titles. It was only from 2012 that the population began to receive the scriptures through the policy of land regularization of social interest implemented by the Housing Agency of the State of Goiás (Agehab). Thus, the objective of this research is to identify sufficient causal mechanisms to explain the results of the implementation of Agehab's land regularization policy, which began in 2008, in three case studies: São Domingos, Jardim Curitiba and the Casa Legal Program, which includes five neighborhoods (Floresta, Boa Vista, Vitória, São Carlos, Conjunto Primavera), condensed into a representative case of the general policy processes. It was used the process tracing method, of the explaining-outcome type, relying on ancillary evidence- gathering methods. Documentary analysis was performed, as well as in-depth interviews which were conducted with actors from the middle (07) and high-level (03) bureaucracies, as well as with community leaders from the studied neighborhoods (08), totaling 18 interviews. Hypotheses of causal mechanisms constructed based on Public Policy and urban policy literature were tested, and then non-systematic variables that emerged from the evidence in process tracing were added to the process tracing. As a result of the research, it is presented the combination of sufficient causal mechanisms of implementation to explain the products delivered by the policy (legal regularization and full regularization). The case of the São Domingos neighborhood was the starting point for the implementation of the policy, where occurred the process of policy learning within the Agency about the construction of the administrative and political process, as well as the beginning of rapprochement between Agehab and the region's population. The Casa Legal Program is marked by the effectiveness of the political and administrative process, in which the high and medium level bureaucracies played a large role in the results of politics, reaching the delivery of a large number of housing scriptures. Noteworthy in this case study is the tension process between politics and technique that resulted in the issuance of scriptures containing cadastral errors. The last case, from Jardim Curitiba, was the only one that received full regularization, which was only possible, due to the role of bureaucratic activism of the first Agency ́s management analyzed, which managed to articulate the transfer of PAC resources from the Ministry of Cities. During the implementation process, stands out the role of the Social Technical Work (TTS) in articulating with community leaders corrections in the initial urban intervention projects that had been elaborated by the technical bureaucracy without prior contact with the population of the neighborhood. It is also highlighted the role of ideas on land regularization, incorporated by Agehab's management and bureaucracies, in a way that impacted on how the Agency identified the housing problem, as well as the tools used to solve them.Item A decisão racional dos governantes pelos (des)cumprimento das soluções no âmbito da Comissão Interamericana de Direitos Humanos em face dos custos presumidos de implementação(Universidade Federal de Goiás, 2018-03-15) Costa, Adriano Sousa; Roriz, João Henrique Ribeiro; http://lattes.cnpq.br/1358433023080116; Roriz, João Henrique Ribeiro; http://lattes.cnpq.br/1358433023080116; Mundim, Pedro Santos; Ribeiro, Pedro Feliú; Patti, CarloThis research was anchored in the categorization of public policy tools (based on the Inter-American NATO model), which comprised the recommendations and agreements contained in the Inter-American Commission on Human Rights (IACHR) case follow-up report, year 2017. Based on the assumption that the governors analyze the costs and benefits before implementing these tools, it was sought to investigate whether the total solutions compliance rate was linked to variables relevant to the present research, namely: the form of solution , the formal complexity of design, the form of state and the political regime degree of freedom. The aforementioned variables would function as informational shortcuts for the present research, in order to indicate the presumed costs of the governor (institutional, economic, political and legal costs). Finally, the first hypothesis tested relates to the relation between the solutions of less complex cases (in relation to the number of tools that compose the design) and whether they would be more fully compliant and whether the medium or high complexity ones would actually have increased chances of being partially fulfilled or even unfulfilled. Another hypothesis tested relates to the demand form of solution (friendly or meritorious), since it was assumed that a case amicably solved could have a greater propensity to comply. The third hypothesis concerned the greater or lesser propensity of federated / unitary countries for full compliance with the solutions. Finally, the last hypothesis referred to the hypothetical aptitude of the countries (categorized and divided in face of their freedom degree )to the total fulfillment of the solutions. Researches of Latin American approach still seem to be incipient. This work aims to discuss about the studies with reference to Latin America in Brazilian Political Science, i.e., the scientific production of who works with this subject regarding several topics involving Latin America, one or more countries of this zone, unless Brazil is not the only point of research. This exception means that a Brazilian case study realized by a professional of national Political Science cannot be part of what is produced in Brazil about Latin America, unless another point of observation is added to it. The database comes from CAPES, CNPq and some journals. Considering it, it is possible to understand that there was progress in scientific production about Latin America in the Brazilian Political Science, however this still is not enough for a country that aims to deepen its inclusion in the zone. One possible explanation is the methodological problems that national Political Science faces towards the use of tools that allows comprising a bigger number of case studies including other Latin Americans countries, besides Brazil.Item A constitucionalização da questão nuclear no Brasil(Universidade Federal de Goiás, 2018-06-26) Esteves, Ricardo Lopes; Patti, Carlo; http://lattes.cnpq.br/5828258601090620; Patti, Carlo; Lameirão, Camila Romero; Dantas, Fernando Antônio de CarvalhoFaced with the civil and military ambivalence of nuclear energy, its use by various international actors has become synonymous not only with development tools, but also with mistrust and global danger. In this context, Brazil had appeared to be a threat to international security, for not signing the Nuclear Non-Proliferation Treaty (NPT) in 1968, and for having a nuclear program that sought to achieve full control of its fuel cycle since 1953. This work aims to understand how the nuclear issue became a matter included in the 1988 Constitution, taking into account the different actors involved in this process, their performance and the interests that guided the acceptance or non-acceptance of the Brazilian nuclear program . The debate about the use of this technology reaches nuances that go beyond simple ideological and party questions, crossing a pretended "national interest", placed in a spectrum that can be understood from the Brazilian demand for technological capacity restricted to a club of powers until the possibility of imposing itself as a military agent with greater military power. Being placed as a sine qua non condition for the chance of Brazil to project itself as an influential country in the international system, the decision-making process regarding the acceptance of this type of energy in the 1988 Constitution runs through a complex international context. Thus, it is intended to contribute with the studies about the Brazilian nuclear program in the context of redemocratization. The work is based on the analysis of primary sources and the rich literature on the Brazilian nuclear program, on legislative behavior and non-proliferation of nuclear weapons. As a conclusion, the thesis hypothesizes that the nuclear imaginary was an element belonging to the State project that was proposed in the 1987/1988 Constituent, considering Brazil as a nation that should be independent and technologically advanced compared to other countries.Item Judicialização da política: uma análise das ações diretas de inconstitucionalidade a partir do estado de Goiás(Universidade Federal de Goiás, 2014-06-20) Freitas, Paulinny Marques; Bezerra, Heloísa Dias; http://lattes.cnpq.br/5901954357328179; Bezerra, Heloisa DiasSuccinctly, the judicialization of politics is a process that occurs in countries that adopt the constitutional democratic system as a form of political organization in which the institutions of the judiciary beyond its conventional skills, interfering or reevaluating the policy decisions of the Legislative and Executive through what is called judicial review (judicial review) and / or control of constitutionality, the law intervenes in politics in some cases, a process considered by many as strengthening democracy. The causes of this process are debatable, one of which is the demand of the other Powers and solutions for the resolution of disputes arising from the judiciary, but also from a more proactive stance of legal organizations, filling gaps left by other powers, especially regarding ensure the fundamental rights of minority groups. Such discussion emerged in the international arena, has been widely debated and the subject of research seeking to consolidate theories and measure the effects of this phenomenon for contemporary democratic societies, entering in the regional context. This research aims to map the Direct Actions of Unconstitutionality in the state of Goiás in the period between 1988 and 2013, a way to evaluate the process of legalization in this unit of the Brazilian Federation. The method was used for both the qualitative and quantitative, which presupposes data collection and evaluation in the light of theories and studies relevant to the topic. Over the last few years, the relevance that China has consistently gained globally is indisputable. Recently, aiming to keep the power obtained and to increase it, the Chinese have devoted expressive attention to the performance of their currency in international economic transactions. This dissertation aims to measure the internationalization of the renminbi in Brazil through the political analysis of the Sino-Brazilian monetary relations between 2008 and 2014. It seeks to understand to what extent the use of renminbi in economic exchanges between the two countries is identified and what is politically noticeable to detect, considering the reflexes of this process in both nations. From a bibliographic review of important and current works related to the theme, an evaluation of the Chinese currency use performance among Brazilians was guided. It was possible to diagnose that the political relations between Brazilians and the Chinese created a conducive atmosphere to the use of China's currency in Brazil, starting in 2009 and acquiring greater consistency and continuous increase from 2011. This evolution in the use of China's currency in Brazilian lands reflects the Chinese monetary power and its continuous enhancement in the Sino-Brazilian monetary relations, that is, in the expansion of the use of renminbi in the Brazilian territory. This finding illustrates how the internationalization of the renminbi is a phenomenon: new, due to its short time of exercise; questioning, because it offers embarrassment at some level to the behavior of the most relevant currency in the world, the US dollar; and vigorous, because its growth is configured as constant and expressive.Item Por trás das compras sustentáveis do Governo Federal: uma análise dos atores envolvidos no processo de transformação das aquisições federais(Universidade Federal de Goiás, 2016-06-20) Louzada, Guilherme Neves Piedade; Sartore, Marina de Souza; http://lattes.cnpq.br/7935836189977378; Martins, Aline Regina Alves; Collaço, Janine Helfst LeichtThe great economic development in the post World War II period brought great pressure on the environment and natural resources forcing the theoretical currents of the economy to consider this issue in their analysis. In the development of the analysis of the relationship between economy and environment, the consumer gets a prominent role as a major contributor to the pressure on the environment. The advent of the Green Economy concept puts the state in the protagonist condition for the transition to a low carbon economy. In this research haul the first looks on sustainable procurement federal program, seen as one of the programs responsible for the transition to a green economy. Faced with the exhaustion of political science literature regarding democratic deepening and gaps regarding the implementation of the policies managed by the councils, it is questioned to what extent the Councils of Rights of the Children and Adolescents of Goias and the Federal District have performed their functions for the implementation of policies foreseen by the Statute of the Child and Adolescent in the period from 2012 to 2016. The study was based on the analysis of Council documents verifying how the institutional design facilitates the implementation. The analysis of the resolutions of the State Council for the Rights of the Child and Adolescent of Goiás and of the District Council for the Rights of Children and Adolescents of the Federal District underwent the stage of categorization and analysis according to policies for children to identify relationships between institutional design, outputs and the impact on implementation. Finally, a methodology of comparative performance analysis was used, with criteria established according to the implementation literature, assigning performance values (High Performance DEA, Medium Effective Performance - DEM and Low Effective Performance - DEB) applied to each one of the Councils to measure analytically the productivity of these councils with regard to the implementation of ECA policies. To handle the proposed objective, we tried to discuss federalism in an expanded context, the place where the tax issue and the tax are part of a larger political arrangement. The research methods used were comparative and statistical. The comparative method was used to verify a temporal aspect the socio-economic performance in 2000 and 2010, and a spatial dimension, to measure the performance of social policies of the Brazilian regions. The statistical method was used to present the results achieved by the sectorial indicators of tax sharing, social policies of health and education, and to present the results achieved. More specifically, one intends to understand the notion of national-developmentalism as an ideology created in the book O Nacionalismo na Atualidade Brasileira published in 1958 by the Superior Institute of Brazilian Studies (ISEB in Portuguese). The ISEB, heir of the tradition of Brazilian Institute of Economics, Sociology and Politics (IBESP in Portuguese) and the Itatiaia Group, was created in 1955 and was part of the Brazilian public intellectuality in the 1950 decade. The organism, which reunited thinkers of diverse branches of the science, was created to think the Brazil and contribute to the State bureaucracy instituted since the first administration of Getúlio Vargas (1930-1945). The national-developmentalism of Hélio Jaguaribe comprehend the project of nationalist development which permeated the Latin-American public intellectuality. In order to analyze and comprehend the meaning of the national-developmentalist ideology of Hélio Jaguaribe in its work and thought, this research will use the theoretical-methodological reference of the linguistic contextualismo of Quentin Skinner. This methodology as a branch of the history of political thought intends to elucidate the meaning of a concept by the linguistic context of the work and thought of the studied author. Meaning, therefore, does not comprehend the terminology of the word or its conceptual definition and historiography, but also the author intention motivated by the linguistic contextualismo of the book. The linguistic context comprehend the analyses of the social-political, economical, cultural and intellectual context along with the intellectual and professional trajectory of the author, in order to establish the intention behind the concept and by that, the meaning of the concept, in this case, the meaning of national-developmentalism to Hélio Jaguaribe in its book of 1958.
