Item Modelagem preditiva de avaliação de indicadores sociais que impactam a criminalidade - uma análise big data com ênfase na segurança pública(Universidade Federal de Goiás, 2018-06-07) Amaral, Caio Almeida do; Machado Júnior, Eliseu Vieira; http://lattes.cnpq.br/8124167890774604; Machado Júnior, Eliseu Vieira; Souza, Eliane Moreira Sá de; Longaray, André AdradeThis study aims to identify determinants of crime, analyzing social indicators that indicate the movement and the tendency of violence and proposing eficiente actions of the State in a particularly critical area of our society, Public Security. To do this, he proposed to solve the following research problem: "How to construct a model of evaluation of social indicators, using a technique of Big Data, using Public Safety as an anchor, associated to the themes Education; Work and Income; Social Inequality and Urbanization, Development and Infrastructure, in order to identify the driving causes of crime?". The choice of this theme is justified insofar as the result of this study may be able to provide an orientation that identifies spatial and temporal patterns of certain types of crime in order to anticipate the occurrence of events. To do so, the following steps were followed: identification of the main indicators related to Public Safety and, based on Education, Work and Income; Social inequality; and Urbanization, Development and Infrastructure; selection of statistical methods for the study (Principal Component Analysis - PCA and Hierarchical Cluster Analysis - HCA); data collection of the 246 municipalities of the State of Goiás; a statistical analysis of the indicators identified; and the proposal of a Predictive Modeling of Social Indicators, containing a Agenda Setting, separating the social areas in which public programs must be elaborated, identified from the correlations of the indicators. The results indicated that through statistical tools it is possible to propose a model for identifying social indicators that influence the increment of crime, since crime tends to be generated by multiple factors, and its combat should require a proactive position of diagnosis of the variables social movements.Item Ecoinovação e desenvolvimento sustentável: proposta de um modelo de diagnóstico de projetos em instituições de ensino superior(Universidade Federal de Goiás, 2022-02-11) Costa, Ana Luíza Macêdo; Machado Júnior, Eliseu Vieira; http://lattes.cnpq.br/8124167890774604; Machado Júnior, Eliseu Vieira; Oliveira, Bruno Garcia de; Nesello, Priscila; Ferreira Junior, Arnaldo Alves; Costa Filho, Bento Alves daHigher Education Institutions (HEIs) are important in promoting innovative and sustainable actions. The application of these concepts: innovation and sustainability, is a challenge for any type of organization, understanding and being able to practice them, especially when its mission is also to teach them, makes this process an even greater challenge. Thus, HEIs are increasingly seeking to promote eco-innovative solutions. Eco-innovation can be defined as an innovation that can provide value to the customer and the business, reducing not only costs, but also environmental impact. In this sense, the Federal University of Goiás - UFG, in particular, sought to contribute through the Sustainable UFG Program. However, there is a lack of instruments, specific to the reality of these institutions, that evaluate existing projects. Therefore, the objective of this research was to develop a diagnostic model for projects in higher education institutions that incorporates the themes of eco-innovation and sustainable development and, from there, propose an action plan seeking to increase the presence of eco-innovation and sustainable development. in projects of this nature. The methodological course has seven steps, namely: bibliographic research, filing, elaboration of a textual corpus, textual analysis through two softwares (Iramuteq and Gephi), proposal of a diagnostic model, field research, and, finally, proposal of intervention. The intervention proposal is composed of an action plan, prepared with the help of the 5W2H tool, which seeks to improve the project and expand the presence of ecoinnovation and sustainable development. The results found show that the university in question is concerned with its impact on the environment and seeks solutions to reduce them. It was also confirmed that the Sustainable UFG Program is considered an eco-innovative project. On the other hand, it was evident that the academic community was unaware of the actions carried out by the institution and the project. In this way, the importance of publicizing and involving stakeholders in the activities of the project and the university itself is highlighted. In addition, the support of the State and private companies is valuable so that the project's actions continue and continue to positively impact the institution and its surroundings.Item Modelo de gestão estratégica e participativa para institutos federais: uma aplicação no Instituto Federal de Goiás(Universidade Federal de Goiás, 2016-09-09) Ferreira, Kepler Benchimol; Machado Júnior, Eliseu Vieira; http://lattes.cnpq.br/8124167890774604; Machado Júnior, Eliseu Vieira; Souza, Eliane Moreira Sá de; Braz, Eugênio Rubens CardosoThis dissertation presents a model of strategic and participative management to higher education institutions, built from the theoretical framework of strategic management, stakeholder theory, legal framework and management models. For the application of the model, was chosen the Instituto Federal de Goiás - IFG, whose performance is through 14 units distributed by the state of Goiás. Specifically, it aimed to: identify and classify the stakeholders of IFG; analyze its Institutional Development Plan (IDP); performing an institutional diagnosis of the organization, from the proposed model; and refine the model of strategic and participatory management, with its application. The methodology of this research is outlined in four followings stages: 1) bibliographic and documentary research; 2) presentation of the essential elements of strategic management theory and stakeholder; 3) proposal of strategic and participatory management model; 4) application of the model, with case study and organizational diagnosis. As a result, it presents a proposal for a strategic management model and participatory for the institutions of higher education, improved from its application in the IFG. This model could be used by them to meet the accreditation requirements and re-accreditation of the Ministry of Education and for the preparation of IDPs, as well as a strategic and participative action, to consider the expectations of its stakeholders in managing the organization.Item TLS: modelo para avaliação da democracia, accountability e transparência nos portais eletrônicos de transparência brasileiros(Universidade Federal de Goiás, 2016-09-29) Lara, Lorenna Dantas; Machado Júnior, Eliseu Vieira; http://lattes.cnpq.br/8124167890774604; Machado Júnior, Eliseu Vieira; Souza, Eliane Moreira Sá de; Alcalá, Symone Gomes SoaresThe need for transparency in government acts has been highly requested by the population that claims for an end to corruption in Brazil. The Brazilian public administration has been adopting regulatory practices, as well as transparency measures, to encourage social control since the Constitution of 1988. Public Transparency - which now takes place mainly through electronic portals exclusively focused on content for advertising management actions to public resources has been thoroughly studied and measured by many instances. This research aimed at devising, through thorough literature review of academic publishing in the area, an assessment model which featured elements of democracy, accountability, and transparency. The model was called TLS, for it takes theoretical, legal and social aspects into account in its assessments., A checklist parting from eight original models was obtained, with 109 assessment items divided into four dimensions, namely: content and overview; active transparency; usability and functionality and passive transparency. The model created was applied on the Goiás Transparente portal - the transparency portal of the Brazilan state of Goiás - and evaluated on a five-level scale, where the website has the third level of transparency.Item Proposta de modelo para avaliação da gestão da conta vinculada de contratos de terceirização em IFES, baseada na Teoria do Stakeholder e no Performance Prism: um estudo de caso(Universidade Federal de Goiás, 2018-06-07) Lopes, Bruno Lobão; Machado Júnior, Eliseu Vieira; http://lattes.cnpq.br/8124167890774604; Longaray, André Andrade; Machado Júnior, Eliseu Vieira; Fuchigami, Hélio YochihiroThe compulsory nature of the linked account in the outsourcing contracts inserted the Federal Public Administration in an arena in which several interests are presented: Rights of outsourced workers, companies that provide outsourced services, needs of managers and tax inspectors, and the public interest, their primary objective. In the expectation of aligning such interests, we sought to apply a performance evaluation model, based on Stakeholder Theory and Performance Prism, to the management of the linked account of outsourcing contracts of the Federal University of Goiás - UFG. The methodology used promoted the confrontation of perspectives of the UFG and its stakeholders related to the management of the related account. An evaluation of managerial performance was proposed, based on the aspects presented by Neely, Adams and Crowe (2001) in his Performance Prism theory, namely: a) Stakeholder satisfaction; b) Contribution of Stakeholders; c) Strategies; d) Processes; and, e) capacities. The results, in general, pointed out that the management of the linked account has brought benefits both to the UFG and its stakeholders, mainly regarding the feelings of greater legal certainty and reduction in the appeals, but they showed the need for actions that improve the capacities available.Item Orçamento em instituições federais de ensino superior: proposta de matriz orçamentária associada aos elementos da qualidade(Universidade Federal de Goiás, 2019-10-19) Oliveira, Marcos Simon de; Machado Júnior, Eliseu Vieira; http://lattes.cnpq.br/8124167890774604; Machado Júnior, Eliseu Vieira; Figueiredo, Jeovan de Carvalho; Costa Filho, Bento Alves daThis project aimed to develop a budgetary matrix, researching ways to associate with the budgetary source of Federal Institution of Superior Education, elements of quality and indicators of the evaluation of Higher Education. For this, three very important points for the Federal Institutions were analyzed. The first is the financing of the Federal Institutions of Higher Education, composed mostly of funds passed on by the Union, the main sponsor. The second point addressed the quality of public service directed to the citizen. The quality of the concepts and tools has since long been used in products and services, and recent work has been developed for their application in the public service. The third point is the use of indicators to qualify courses and IFES. To this end, the Federal Government created the National Higher Education Evaluation System, which evaluates aspects such as teaching, research, extension, social responsibility, institution management and faculty, seeking to improve the merit and institutional value. By studying and analyzing these three points, this research sought to link them together to formulate a budgetary matrix to further analyze the Federal Institution of Superior Education budget, looking for more efficient ways to manage public resources, providing greater benefits to society and transparency in its operations. Considering the theme of estimates of public procurement, expanded under the new paradigm that embraces purchasing activity, this paper aims to propose a strategic analysis model of government procurement activity, built from the concept intelligent public procurement - CPI . The concept of CPI considers a multidimensional view of public procurement activity, crafted from five dimensions: sustainability, innovation, legal frameworks, governance and efficiency. The purchasing management cycle is approached from the PDCA circuit, divided between the stages of planning, execution (operation), control and corrective actions. After modeling, application of the model (map) strategic in the Instituto do Meio Ambiente e dos Recursos Hídricos do Distrito Federal was held, making a diagnosis and proposing intervention measures aimed at improving the public procurement activities of the Institution.
