Item Eficiência técnica da polícia militar: um estudo dos comandos de policiamento regionais do Distrito Federal por meio da análise envoltória de dado(Universidade Federal de Goiás, 2019-04-26) Maciel, Glauciélia Sarmento; Fuchigami, Hélio Yochihiro; http://lattes.cnpq.br/3025165325162182; Fuchigami, Hélio Yochihiro; Deboçã, Leonardo Pinheiro; Périco, Ana ElisaThe high levels of crime and the disparities of these crimes in the Integrated Public Security Regions of the Federal District, in a context of a serious fiscal crisis, impose on public managers challenges in finding solutions to prevent and fight crime. Given this context, it is necessary to use the resources of Public Security in a more efficient way, being the general objective of this work to verify the relative efficiency of the Military Police officers loaded in the Regional Policing Commands of the Federal District, in the four quarters of 2017. For this purpose, considering the Data Envelopment Analysis (DEA) model, the Standard Efficiency, Inverted Frontier and Normalized Composite Efficiency were calculated in the BCC output model. For the DEA model, the variables were police and productivity, inverse of violent crimes against the person and inverse of crimes against equity, based on the DEA literature and data availability. By applying the model, a diagnosis was made to identify the level of efficiency of the Regional Policing Commands of the Federal District, verifying that no command in the annual average achieved the Standard Efficiency or Normalized Composite Efficiency due to the high scores inefficiency in the Inverted Border. In addition, the results of gap analysis and targets ratify the inefficiency of these DMUs. From this information, recommendations were made so that each Command achieved its efficiency, and all of them need to increase their outputs.Item Transparência da informação pública: uma avaliação de sítios eletrônicos de universidades federais brasileiras(Universidade Federal de Goiás, 2019-04-17) Melo, Douglas Arrais; Fuchigami, Hélio Yochihiro; http://lattes.cnpq.br/3025165325162182; Fuchigami, Hélio Yochihiro; Chaebo, Gemael; Sousa, Marcos de MoraesThe regulation of access to information in Brazil, through the Access to Information Act (AIA), represents the reaffirmation of the practice of transparency as a key component of the credibility and effectiveness of State actions before civil society. With the high production of public information and the demand for agility and fluency in its processing, the Internet has been the main mainstay of this access. In this context, if information on public-electronic sites is unavailable, incomplete and/or incomprehensible, they impact on the factual compliance of AIA and the promotion of transparency in a whole. This dissertation, therefore, had as main objective to classify the quality of the information available in the electronic websites of Brazilian federal universities in accordance with the principles of transparency proposed by AIA. It was proposed the development of a transparency index with a focus on information as a “product”, with attributes determined by a mainly intuitive-theoretical approach, based on publications of the federal government and studies by Amorim and Almada (2016) and Silva and Carreiro (2013). The index was applied to the websites of the twenty best federal universities according to the General Course Index (GCI) of 2017. The main results identified: the more and less transparent information, the more and less transparent sites and the benchmarks. The quality of the information of the sites was verified with precision, which was not very transparent, insufficient for the citizen’s understanding. This appeared to indicate little involvement of the public officials responsible for these sites to comply with the law. Together with a reliable instrument of transparency, awareness, union and social action in favor of the culture of transparency are fundamental to the evolution of access to information in Brazil and, intrinsically, of social participation and control.Item Aplicação da Análise Envoltória de Dados (DEA) para avaliação de desempenho das unidades acadêmicas de uma universidade federal(Universidade Federal de Goiás, 2019-04-30) Melo, Hugo Marciano de; Fuchigami, Hélio Yochihiro; http://lattes.cnpq.br/3025165325162182; Fuchigami, Hélio Yochihiro; Fonseca, Marcelo Nunes; Caldeira, Pedro Jorge Zany Pampulim MartinsIn a context of political reforms, economic and financial crisis and criticism of the Public Administration, managers and civil servants are expected to respond to the demands of society with greater quality and efficiency. In the context of the Federal Institutions of Higher Education, greater efficiency will be noticed when its teaching, research and extension activities produce the maximum results using the minimum resources available. This research uses the DEA model, with the aid of the Multicri-teria Combinatorial for Scenarios Method for selection of variables, in order to obtain comparative efficiency between academic units of the UFG for the year 2017. As results, it was observed that the UFG operated with technical efficiency of 70.47%, but with an overall efficiency of only 54.84% and that among the 27 Academic Units analyzed, only two are efficient, three have productive inefficiency and the others have inefficiency pure and productive. It concludes that the adoption of the DEA technique in conjunction with other techniques for calculating performance and evaluating results emerges as important mechanisms for identifying failures or pos-sibilities for improvements in the internal dimensions of the institution.Item Análise Envoltória de Dados (DEA) como ferramenta para avaliação comparativa de desempenho das comarcas do Tribunal de Justiça de Goiás(Universidade Federal de Goiás, 2019-06-12) Moraes Junior, Daniel Caetano de; Fuchigami, Hélio Yochihiro; Fuchigami, Hélio Yochihiro; Monteiro, Waleska de Fátima; Caldeira, Pedro Jorge Zany Pampulim MartinsData Envelopment Analysis (DEA) is already a widely used tool in the comparison of efficiency among Brazilian Courts, being used by the National Justice Council (CNJ) in the Justice in Numbers program. However, the same is not so often the case when it comes to comparing the counties of a particular court. The objective of this work is to use the DEA as a tool to comparatively evaluate efficiency among the TJGO Counties making possible the identification of possible improvement points. During the selection phase of the variables, it was necessary to resort to several databases, spread by multiple boards, which ended up showing a weakness of the Strategic Management Secretariat (SGE), which is not to have a database unified approach aimed at better decision-making by the TJGO manager. This is evidenced by the lack of an internal methodology for comparing the performance of districts and departments, which in this point strengthens the importance of this work. Once the difficulty of meeting the initial set of variables was overcome, due to their plurality and in order to give more credibility to the chosen methodology, to apply a scientific criterion to select the most representative among the group of variables presented. For that, the technique called Multi-Criteria Combinatory by Scenarios was chosen, which was adequate, selecting a total of six variables before a set of eight. After selecting the variables, the output-oriented DEA methodology was applied in the Banker, Charnes and Cooper (BCC) variant, and the result was consistent with the initial objective of this study. There has also been a Decision Support Panel, where it is possible to identify which points can be improved in each Region so that they achieve maximum relative efficiency.
