To do this, he proposed to solve the following research problem: "How to construct a model of evaluation of social indicators, using a technique of Big Data, using Public Safety as an anchor, associated to the themes Education; Work and Income; Social Inequality and Urbanization, Development and Infrastructure, in order to identify the driving causes of crime?". The choice of this theme is justified insofar as the result of this study may be able to provide an orientation that identifies spatial and temporal patterns of certain types of crime in order to anticipate the occurrence of events. To do so, the following steps were followed: identification of the main indicators related to Public Safety and, based on Education, Work and Income; Social inequality; and Urbanization, Development and Infrastructure; selection of statistical methods for the study (Principal Component Analysis - PCA and Hierarchical Cluster Analysis - HCA); data collection of the 246 municipalities of the State of Goiás; a statistical analysis of the indicators identified; and the proposal of a Predictive Modeling of Social Indicators, containing a Agenda Setting, separating the social areas in which public programs must be elaborated, identified from the correlations of the indicators. The results indicated that through statistical tools it is possible to propose a model for identifying social indicators that influence the increment of crime, since crime tends to be generated by multiple factors, and its combat should require a proactive position of diagnosis of the variables social movements.Item Um modelo de avaliação da oolítica nacional de humanização sob o prisma da eficiência: proposta a partir de estudo de caso no Hospital e Maternidade Dona Íris em Goiânia/GO(Universidade Federal de Goiás, 2018-05-18) Amorim, Mirian Castro Portilho Dias; Carvalho, Cláudia Regina Rosal; http://lattes.cnpq.br/4883069832734425; Carvalho, Cláudia Regina Rosal; Cruz, Alethéia Ferreira da; Teixeira, Fábio AndréThe present research focused on answering the following problem question: what are the limitations found in the PNH evaluation model proposed by Santos-Filho (2014) as a starting point for local efficiency and specificities? Thus, the overall objective of the study was to elaborate for the Hospital and Maternity Dona Iris an evaluation model for the HNP, focusing on humanization in the context of the Stork Network, adding participatory elements and starting with the strategic axes of monitoring and evaluation proposed by Santos-Filho (2014), the principle of efficiency and local specificities. The methodology used can be classified as applied, descriptive, with a qualitative approach and with regard to procedures such as case study. Crossing the methodological path of pluralistic perspective, interviews were conducted with 40 pregnant women, 13 health professionals and 2 managers. The main results identified in the diagnosis were: the maternity does not carry out local assessments with a view to measuring the humanization in the context of the Stork Network; the demand for vacancies and services extrapolates the delivery capacity of maternity services, impacting on the quality of care and the humanization both for patients and for health professionals; the waiting time for care is the main negative aspect posed by pregnant women and good care is the main positive aspect mentioned; transparency, one of the values that make up the organizational identity of motherhood, has not been applied to content, since production and financial reports are outdated in electronic websites; and health professionals do not realize that humanization in HMDI applies to them. Based on the diagnosis, a proposal for an evaluation model for HNP was prepared in the context of the Stork Network containing a list of indicators, variables and keywords for each evaluation axis; a technical sheet for describing indicators; a script for interview with users and health professionals; and a list of criteria to be analyzed in the direct observation of the health professionals' performance. The objective of this study is to analyze the alignment between the guidelines contained in the National Education Plan, National Plan for Graduate Studies and Institutional Development Plan at the Federal University of Goiás, observe the improvement points, making a judgment of what is being done today university, proposing a plan of action that will act contributing to the planning of graduate actions developed at UFG and thus contributing to the institutional advancement, consolidated the importance of improving graduate to the expansion and concept university.The methodology also was based on data extracted from analysis of Sucupira platform Capes. Because of an area of the economy in which there are social returns and externalities greater than private costs, there is a strong presence of the State in the promotion of innovative activities. In this sense, public policies have the role of giving adequate incentives to economic agents and promoting activities that have social relevance. It will be these incentives that will or will not point the direction of more innovation and signal the desire of society at a given moment (in terms of which innovation it considers important). The state of Goiás launched in 2015 the Inova Goiás program, which aims to make the state more competitive through innovation and technology. The research question that guided this dissertation is: what are the impacts of the public innovation policy Inova Goiás on the main economic indicators pre-established by the program? This research, therefore, has as general objective the proposal of an evaluation model of the policy Inova Goiás, in order to know the impacts of the results achieved for the goals outlined in its formulation. A bibliographical and theoretical review of the themes of innovation, national innovation system, management of public innovation policies and evaluation of public policies was carried out. The evaluation model was based on the theory presented to define the criteria, goals, indicators and data source used to diagnose Inova Goiás. The main result refers to the fact that the actions planned for the Inova Goiás program were not executed (36.92% of the initial forecast), which had a negative impact on the results achieved by the program. In the context of education, the pandemic imposed social isolation as a preventive measure, as educational environments have a high flow of people. This scenario also changes the routine of employees at the Federal University of Goiás, a public higher education institution. In this sense, the objective of this study is to understand if there is an impact relationship between the Covid-19 pandemic and the mental health of the servers and how can communication contribute to reducing the impact of the pandemic on the mental health of the UFG servers? First, it is intended to characterize the psychological suffering of the servers. The methodology used analyzes secondary data from an institutional survey carried out by the UFG, through the case study, which consists of using techniques for surveying and analyzing information from multiple sources in order to deepen the issues of a single group. A descriptive analysis of the data, frequency distribution and correspondence analysis was performed for the variables with the response categories. Data analyzes were performed using the Sphinx® system. With this, it is intended to propose measures to reduce the negative impact of the pandemic on the mental health of the professional academic community, through the proposition of an internal communication program for the health care of the UFG civil servants. Based on this study, it is examined that there is an impact relationship between the Covid-19 pandemic and the mental health of university employees, in addition to the work regime, as it included most UFG employees in Remote work has also been configured as a catalyst for mental disorders such as anxiety, depression and others. The latest reform, called Management Reform, innovated there instituit elements focused on the search for efficiency, results based management and the descentralization of activities. As a consequence, the internal control stopped focusing on the formalismo of the acts and directed its activities, in a decentralized manner trough internal audit units, for evaluation the achievement of objectives and risk management of public organizations. The audits from the perspectiva of risks is still a new topic in the public sector and was regulated only in 2015. Under the Ministry of Education there are federal institutions of higher education (FIHE) that adopt the risk-based audit (RBA) methodology for some years, however, there are no studies on the impacts of adoption of the methodology, or even on the best way to develop the implementation process. The objective of this study is to identify the benefits and challenges in the implementation of RBA in FIHE and propose an action plan for implementation RBA at the Instituto Federal Goiano (IF Goiano). Data were obtained through a questionnaire applied to internal auditors of FIHE and statiscally treated using fator analysis technque to extract factors taht represent groups of benefits and challenges in the implementation of RBA. They were extracted two factors that represent benefits and three factors that represent challenges in the implementation of RBA, especially the challenge of existence of inadequate risk management structure in the organization. The present research consists in the identification of the flaws and proposals for possible improvements in the agility of the academic processes that process in an academic secretariat of the Faculty of Visual Arts (FAV) of UFG, due to the absence of a detailed model in the institution. For this, the methodology used was the action research, of applied nature, qualitative-quantitative approach, and descriptive / explanatory objectives. The methodological procedure is an analysis of the processes and procedures performed in the secretariat, through process mapping tools and Failure Mode and Effect Analysis (FMEA) to identify failures, priorities for action and proposals for improvements. The objective of the research intervention was the creation of a manual of procedures of the academic processes in the FAV, from the mapping of the current situation carried out, that will serve as instruction document mainly to the servers of the unit. The realization of the mapping together with the FMEA was able to reach the proposed objectives, recommending its use in future works. The main flaws identified were delays in process analysis, lack of information to servers and students, and excessive procedures in the processes. Concerning the improvement proposals, suggestions were made for changes in legislation, stipulating deadlines for activities in the processes and the creation of instructive courses for teachers and administrative technicians, including audiovisual content also for students on how to proceed in academic processes. It has made a literature review about Business Process Management, the University Management and Gespública. Selected interdepartmental processes of the PPG-FIS are modeled, analyzed and redesigned. Gespública applications are described for the PPG-FIS. Subsidies are gathered for the proposal for a Charter of Service to the Citizen. It was possible, through the application of the research instrument, identify sensitive areas to the demand for training and improvement actions. The importance of the study is substantiated by the evidence that continuous training actions have a positive impact on the improvement of public service, especially considering that the number of claims made by users regarding the deficiency of judicial services has generally increased. The result of the work demonstrated a strong identification of the employees with the Institution, an extremely favorable circumstance for the implementation of organizational changes, through training actions. On the other hand, the fragility in the use of technical criteria for the size of the workforce and in the definition of managerial positions has been revealed, which may compromise the achievement of the organizational objectives. The conclusion of the study is that aspects related to the behavior of employees and interpersonal relations, can not be neglected when the focus is the accomplishment of institucional mission. Also a process of evaluation of the training actions should be implemented in order to measure the effectiveness of what has been done. Among the policies, the Programa Nacional de Alimentação Escolar (PNAE) boosts work in the crop fields and promotes food security. Through Law n. 11.947/2009, at least 30% of the budget passed by the Fundo Nacional de Desenvolvimento da Educação (FNDE) for the purchase of food for school meals should be destined to the direct purchase of products from Family Agriculture. However, studies show that this percentage, in general, is not reached. In this perspective, this study intended to identify and propose improvements to the restrictions in the food acquisition process of school meals through the PNAE at the Instituto Federal Goiano in order to possibly promote the participation of a larger number of family farmers as suppliers. In order to do so, we applied questionnaires on a Likert scale to those involved in the process (family farmers and purchasing managers), which were explored using methodologies such as categorical analysis of data, variance and correlations. As a result, it has been identified that the main bottleneck in the process activities was Step 01 - Budget, at professional training points and knowledge about how the process is initiated. This step has a strong positive correlation with Step 10 - Receiving and payment term of the farmers, which implies that, when promoting the qualification of the servers, the evaluation of how the products are requested and stored and how the payment is given to the suppliers will be optimized. The application of these concepts: innovation and sustainability, is a challenge for any type of organization, understanding and being able to practice them, especially when its mission is also to teach them, makes this process an even greater challenge. Thus, HEIs are increasingly seeking to promote eco-innovative solutions. Eco-innovation can be defined as an innovation that can provide value to the customer and the business, reducing not only costs, but also environmental impact. In this sense, the Federal University of Goiás - UFG, in particular, sought to contribute through the Sustainable UFG Program. However, there is a lack of instruments, specific to the reality of these institutions, that evaluate existing projects. Therefore, the objective of this research was to develop a diagnostic model for projects in higher education institutions that incorporates the themes of eco-innovation and sustainable development and, from there, propose an action plan seeking to increase the presence of eco-innovation and sustainable development. in projects of this nature. The methodological course has seven steps, namely: bibliographic research, filing, elaboration of a textual corpus, textual analysis through two softwares (Iramuteq and Gephi), proposal of a diagnostic model, field research, and, finally, proposal of intervention. The intervention proposal is composed of an action plan, prepared with the help of the 5W2H tool, which seeks to improve the project and expand the presence of ecoinnovation and sustainable development. The results found show that the university in question is concerned with its impact on the environment and seeks solutions to reduce them. It was also confirmed that the Sustainable UFG Program is considered an eco-innovative project. On the other hand, it was evident that the academic community was unaware of the actions carried out by the institution and the project. In this way, the importance of publicizing and involving stakeholders in the activities of the project and the university itself is highlighted. In spite of the importance of this problem, there is a scarcity of studies in the literature that analyze, in a scientific way and with methodology, the possible causes of the slowness and that propose viable and manageable solutions. This study aims to verify if certain reported causes actually contribute to the slowness and, thus, to propose a viable solution. The survey of the possible causes was carried out through a review of the literature and the analysis of satisfaction surveys conducted at the Goiás State Court of Justice (TJGO). After identifying 43 (fortythree) possible causes, the increase in demand and the lack of magistrates / servers were selected for an analysis. After the analysis, using a methodology imposed by the National Justice Council - CNJ, it was found that the current number of magistrates and servants of the TJGO is enough to give flow to the demand. It is no different in higher education institutions, since its importance to society – high quality education can improve a country’s labor relations, technological capacity, production, and employment levels. This study intends to propose a service’s quality management analysis tool for academic internal stakeholders, in a higher education basis, of a Federal Education Institute. The chosen academic internal stakeholders were: Undergraduate students, Administrative staff, Teachers and Management Group. This paper analyzed the main quality assessment models - including Cameron’s (1978), SINAES, and Parasuraman Zeithaml, Berry’s (1985) - where the research’s variables and quality indicators were extracted from. Then, basing on Zeithaml, Parasuraman and Berry’s (1990) Quality’s Gap and Slack’s (1994) Opportunity Matrix models, the stakeholder’s attributes of importance and performance were compared. Thus, the results from the research presented Adequate, Improvement, and Immediate Action attributes in the Opportunity Matrix. Therefore, it has been done a multidimensional diagnosis of the program, which was one of the government of Dilma Rousseff 's flagship and had an approximately three-billion-real investment in its first phase, based on the analysis of the meeting minutes of the Superior Council and Technical Scientific Council of Higher Education of CAPES, the DataSenado research that evaluated the perception of the scholarship holder and a survey applied to the institutional coordinators in higher education institutions. Then, indicators of efficacy, efficiency, effectiveness and relevance have been established, based on the literature and CAPES’ documents of area, to a program evaluation, in order to support the planning and formulation of government intervention, the monitoring of the second phase implementation , its revisions and adjustments, as well as decisions on the maintenance or interruption of actions in order to improve the efficiency of public spending, the quality of management and the control over the effectiveness of state action. When applying the proposed model, it was found that the program is not very efficacious and efficient, although it is quite relevant. Among the changes in management is the implementation of electronic frequency control (electronic point) as an auxiliary management tool. In Brazil, especially in educational institutions, this tool is being implemented in an obligatory manner, and its use in these institutions is not properly planned. Therefore, the present work aims to elaborate a proposal of intervention that consists in presenting a plan of action to implant the electronic point in the UFG aiming at the relation of this auxiliary managerial tool with the organizational management, being analyzed in the following aspects: management of people, organizational climate and culture, job performance and QVT, financial, IT and frequency control. Therefore, the present study intends to characterize UFG's HR policy, to identify national IFES and international institutions that have implemented the electronic point, to implement a pilot electronic point project at FCT / UFG and to apply a questionnaire to UFG / RG servers. Methodologically, the present research is denoted by an exploratory and descriptive study based on the search for bibliographical references inherent to the subject as well as pertinent legislation, seeking to analyze the reflexes of the coming implantation of the electronic point in the UFG. This exploratory study resulted in the description of an organizational environment not prepared for the implementation of the electronic point in the UFG, both by the management and the collaborators, resulting in the proposal of intervention presented, a plan of action with the best practices for the implantation of the point in the UFG. It also enabled positive perceptions to be perceived: agility, transparency, improved attendance and punctuality, and reduced costs; and negatives: feelings of injustice on the part of the servers, transfer of responsibility from the manager to the electronic point control system, limitations to fieldwork and worsening QVT and performance reduction. There is, however, a lack of studies that discuss and present proposals to make the management of disciplinary processes efficient and transparent. This paper intends to survey the conduct of disciplinary processes in the Brazilian Federal Universities, in the two dimensions previously mentioned and to carry out a comparative analysis to detect the best practices and, from them, to suggest a guide to improve the conduct of the processes. The diagnosis produced based on bibliographic research, an online survey of 31 of the 63 Brazilian Federal Universities and the analysis of contents of the disciplinary processes, produced in the first half of 2018 at the Federal University of Goiás; identified opportunities for improvement in the performance of the correctional sector of the Brazilian Federal Universities. Although 94% of respondents believe that the disciplinary process meets the correctional objective, both the quantitative and the qualitative study could be observed the slowness, bureaucracy, and lack of feedback for the involved in the conduct of these disciplinary proceedings. The way in which public management fulfills this role includes the assimilation of new tools and instruments for the diagnosis and solution of problems. From this perspective, this work approached in particular the transportation sector of a Federal Institution of Higher Education, by means of the formulation of a method, with a view to the modeling of processes and analysis of bottlenecks in the place. For this, i have used the process of reasoning from the Theory of Constraints. Among the entities in support of these enterprises are incubators. In Brazil, what is the greatest impact of incubator support in this line are those created by universities, however, there is an embryonic work to create incubators of socioeconomic enterprises by municipal governments. Therefore, because it is still a recent phenomenon and has few reports in the literature that deal with the theme, this work consisted of the effort to favor the performance of Municipal Public Incubators with proposals for innovation and intervention that reflect on society. For this reason, the objective of this research was to analyze the role of the Municipal Public Incubators in the ambit of strengthening the Solidarity Economy and to propose a methodology model of the same. The research uses the research procedure multicasos study, with qualitative and quantitative approach with interest in the application. For the development of the model, a survey of the national production of studies on methodology of incubation of enterprises of solidarity economy was carried out, taking as reference the practices adopted by university incubators. For the analysis of the Municipal Public Incubators, the data were collected through documentary research and the interview. The interviews had three distinct locus, which were: Social Incubator of the Federal University of Goias, municipal public incubators and cooperatives of collectors of recyclable materials of the cities of Anápolis, Aparecida de Goiânia, Hidrolândia, Nerópolis and Trindade. With the collected data, to analyze the data, we performed content analysis and application of the mathematical method of Data Envelopment Analysis (DEA). The study provided an opportunity to understand the public policies of solidarity economy, to understand the impact of municipal public incubators, to analyze the role of university incubators in the development of these local incubators, and to develop a model of incubation methodology to strengthen and strengthen actions incubators. The results demonstrate the fundamental role of incubators to boost socioeconomic ventures and the need for advances in incubators to perform the entire incubation process, playing their role of training with autonomy and expanding their field of action. For the application of the model, was chosen the Instituto Federal de Goiás - IFG, whose performance is through 14 units distributed by the state of Goiás. Specifically, it aimed to: identify and classify the stakeholders of IFG; analyze its Institutional Development Plan (IDP); performing an institutional diagnosis of the organization, from the proposed model; and refine the model of strategic and participatory management, with its application. The methodology of this research is outlined in four followings stages: 1) bibliographic and documentary research; 2) presentation of the essential elements of strategic management theory and stakeholder; 3) proposal of strategic and participatory management model; 4) application of the model, with case study and organizational diagnosis. As a result, it presents a proposal for a strategic management model and participatory for the institutions of higher education, improved from its application in the IFG. This model could be used by them to meet the accreditation requirements and re-accreditation of the Ministry of Education and for the preparation of IDPs, as well as a strategic and participative action, to consider the expectations of its stakeholders in managing the organization.Item Irregularidades em parcerias com o terceiro setor: análise das decisões do TCE/GO utilizando inteligência artificial(Universidade Federal de Goiás, 2023-09-28) Goes, André da Silva; Bevilacqua, Solon; http://lattes.cnpq.br/4706313748524604; Bevilacqua, Solon; Nemirovsky, Gabriel Gualhanone; Luz, Bruno Batista de CarvalhoThis dissertation analyzes how the limitations and dysfunctionalities of the publicization model, in which the Public Administration transfers public equipment and delegates the provision of services to Third Sector entities, were addressed in the audits of the Court of Auditors of the State of Goiás. As a reference present in the literature review combined with exploratory research that used machine learning and artificial intelligence techniques, we sought to automatically identify and classify, through a predictive model, the main pathologies and irregularities identified by the Court of Accounts of Goiás in the relationships agreed between the civil society organizations and the public sector. The survey results point to the occurrence of irregularities in 84.05% of the total processes inspected by the external control body, indicating that the model of contracting in Goiás did not overcome the limitations and dysfunctionalities of contracting observed in the literature. The existence of gaps in the Legal Framework of the Third Sector was also demonstrated, providing an opportunity for the presentation of a recommendation to improve legislation with a focus on governance, through the suggestion of norms tending to promote ethical conduct, alternative forms of financing in the Third Sector Sector and that stimulate the expansion of the control activity focused on objectives, goals and results of the inspected partnerships.
