Resumo
This work aimed to the study of organizational communication in their relationship with organizational behavior,
especially communication as liaison, developer and disseminator of behavioral change processes. Based on the
notion that all behavior has communicative value, and that the individual acts as he think, it was necessary to
know this subject.
The study included a qualitative and quantitative research (word association and questionnaires). Was identified
that the social representation of public employees is based on the historical origin of stability, modernly
mistaken, causing the communication doesn’t makes sense for a large part of public employees.
