Polícia e Inteligência no Paraná: o paradigma militarista na formatação do serviço de inteligência da PMPR (1971-2021)

Abstract

This research analyzes the impact of the militarist paradigm on the formation of the Military Police of Paraná (PMPR) Intelligence service between 1971 and 2021. The central hypothesis holds that the persistence of elements of this paradigm within the PMPR Intelligence cannot be explained as a mere inertial remnant of the authoritarian past, but rather as an active and continuous process of doctrinal reproduction. Its qualitative approach is grounded in documentary analysis of normative and doctrinal sources – manuals, plans, regulations, strategies, and policies – produced by the PMPR and related institutions, examined through three operational categories of the militarist paradigm: the logic of war, the internal enemy, and institutionalization. The sources, drawn from the historical archive of the PMPR Intelligence Directorate, are organized into three time frames that track the terminological and institutional transformations of those decades. The results indicate that the transition from Informações to Inteligência, under the new Brazilian Intelligence System, reconfigured the martial grammar without breaking it: the paradigm's categories persist, updated under new labels and arrangements. The 2021 documents register the period's most significant shift – from naming the subject directly to addressing the threat through its actions –, read here as attenuated persistence rather than a rupture. It is concluded that such persistence survives because it remains functional to the institutional order that sustains it, being actively reproduced as a directive, not merely inherited.
