Resumo

The Anápolis City Hall was recognized by the Municipal Court of Accounts (TCM) as the most transpar-ent in the state of Goiás in 2023, according to the Federal Government’s National Program for Public Transparency. The municipality’s online presence through its website and social media profiles contributed to this recogni-tion. However, by shifting the analytical focus to how the public seeks access to essential public services in the city, this study aims to investigate the sociocultural uses of media within the context of digital culture. The method-ology combines digital observation and interviews for data collection, along with the application of Martín-Barbero’s fourth map in the analysis. The results indicate that citizens face difficulties in accessing Anápolis City Hall’s essential services through digital communication, suggesting that mere online presence and the adoption of technological tools are not sufficient to ensure transparency.
