Resumo
This article presents some findings of studies that seek the meanings produced in
the context of Brazilian education, for the integration established between adults and youth
education (EJA) and professional qualification programs implemented by the Brazilian
government. In this article, based on research that identified a number of actions, policies
projects and federal programs of the last six decades, we have chosen to present an analysis
of concepts and principles expressed in two programs implemented in different contexts: the
first consolidated in the Military Dictatorship, the Intensive preparation of Hand-to-Work
(PIPMO), the second in the current federal government, the National Access to Technical
Education and Employment (Pronatec). Identifies the relationship of past and present
programs analyzed two trends constitute its logical: it is the first reissue of the privatization
of the public financing of professional qualification of the shares in the private sector and the
second restores the denial of offering a comprehensive education with the permanence of
qualification courses isolates of schooling for most young people and adults, which leads us
to conclude that far is the realization of education as a right and professional qualification
from the perspective of integral human formation of workers.
