Item A atividade legislativa do presidente da República na política democrática brasileira(Universidade Federal de Goiás, 2015-03-06) Alves, Vinícius Silva; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ribeiro, Pedro José Floriano; Lameirão, Camila Romero; Botelho, João Carlos AmorosoThis work aims at, from a comparative perspective, testing the hypothesis that the 1988 Constitution of the Federative Republic of Brazil, when collated with the 1946 constitutional text, shows an increased influence of the president of the republic over the legislative process. So this question guides the work: to what extent the 1988 Constitution unbalanced in favor of the chief executive, the handling of the legislative process and the corresponding production of existing legislation? We also use the comparative method to identify traces of continuity and rupture in the established relationship between the Executive and Legislative powers from 1946 to 1964 and from 1988 to 2010. To accomplish this, first, the concept of political influence, from the work of Robert Dahl, and its relevance to political systems analysis, will be explored. After that, institutional recourses that allow the Chief Executive to influence the parliament members, present in the Brazilian constitutional history, will be listed, emphasizing the observation of the initiative powers and the prerogative of producing a law like normative act without the participation of the Legislative Power. Furthermore, the work observes the real influence of the president of republic, moment where data concerning the volume of legislative propositions and the duration processing of law projects from each one of the mentioned powers will be presented. At last, this thesis analyses the possible effects of the presence of an agent endowed with an expressive influence deriving from the asymmetric distribution of political resources provoked by an institutional plan.Item As possibilidades de participação política dos centros de mães internacionais(Universidade Federal de Goiás, 2014-03-28) Barbosa, Manuela Stein da Silva; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ferreira, Denise Paiva; Tokarski, Flávia M. Biroli; Souza, Marta RoveryThis research analizes the positive effects of Mother Centers on the political participation of the women and their contribution for the elaboration of the public political agenda. The case study compares the experiences of women of Mothers Centers in seven countries, with historical, geographical and different socio-political contexts, and their reflexions about their own political participation and collaborations. The research shows how Mother Centers are institutionalized and intermediate spaces between citizens and the government, building bridges of communication for the transmission of political interests and preferences. The analysis of the survey was conducted across a broad theoretical framework on participatory political participation and theories about Social Capital (amongst others: Miguel, 2003; Borba, 2012; Castro e Novaes, 2002; Norris, 2007; Phillips, 1995; Putnam, 2006). Thus, the research aims to be a positive contribution to the new theories of political participation extends seeking a participatory involvement of citizens and civil society in a proactive and democratic setting.Item A Lei de Acesso à Informação em Goiás e seus efeitos na política de transparência pública do Poder Executivo estadual (2015-2018)(Universidade Federal de Goiás, 2020-08-28) Brandão, Maria D’Abadia de Oliveira Borges; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Lameirão, Camila Romero; Ferreira, Vicente Da Rocha Soares; Ferreira, Denise PaivaThe study investigates the process of implementation the Access to Information Law and its effects on the public transparency of the state executive branch in Goiás from 2015 to 2018 with regard to information published by the state agencies of the executive branch of the state, considering active transparency and passive. The research was carried out through the analysis of conformity of the information published by the state administration, aiming to understand the institutional effort of the state public power to make public the information under its custody or produced by it. The main source of information for the empirical research was Access to the Transparency l, the direct and indirect administration websites related to transparency (passive and active). The data gathered and documents analyzed show that the available information published on the transparency portal largely complied with the provisions of the legislation, and that in terms of active transparency, there was an institutional effort to follow the legislation, although not in its entirety. With regard to passive transparency, we found that the information demanded by citizens from the public authorities occurred and has been consolidated over the years analyzed, even if in an embryonic way. The findings lead us to ensure that there is a window of opportunity for process improvement in public policy already in place, aiming to achieve the state of the art in public transparency in Goiás.Item O MDB ao MDB: um mapeamento da atuação parlamentar(Universidade Federal de Goiás, 2019-05-17) Carvalho, Guilherme Augusto Batista; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ferreira, Denise Paiva; Pietrafesa, Pedro Araujo; Tarouco, Gabriela da SilvaThis work is devoted to investigating the parliamentary role of the MDB in the Chamber of Deputies over a period of twenty-three years, 1995-2017. The paper tries to understand how the MDB (P)MDB, with several internal divisions and structural difficulties for block decision making, behaves in a relatively stable way, and maintains an indispensable party in the composition of the ministries? To investigate, we analyze the institutional mechanisms used by the party in the Chamber of Deputies, such as the control of the agenda of various thematic commissions and mechanisms of regimentation of the support bases, given by the Federal Executive, such as appointments to ministerial positions and release of budget amendments individuals. to remain a party resilient to crises of governability, Based on the research findings, it is believed that the (P)MDB uses institutional instruments to elect large groups, to occupy the highest number of leadership positions in the Chamber, being able to occupy large positions in the Executive, thus having more access to the budget, thus increasing the exposure of its coreligionists at the local level, and, in short, increasing the chances of re-electing bigger groups. The general argument begins of Mainwaring and Torcal (2005). According to these authors, “the systems supporting of less developed countries are less institutionalized”. In this way, we refuted the two authors' arguments above mentioned and demonstrate that the country in study although it places in less developed countries category its political system is well institutionalized. Our study was based on three dimensions proposed by Mainwaring and Scully (1995): inter-party competition, stable roots in the society and the organizational continuity that are measured according to some indicators.Item Lei de cotas e representação: a seleção de candidatas para a Câmara Municipal de Goiânia nas eleições de 2020(Universidade Federal de Goiás, 2021-10-21) Moraes, Ana Carolina de Brito; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ferreira, Denise Paiva; Botelho, João Carlos Amoroso; Tarouco, Gabriela da SilvaThe present investigation focuses specifically on the results of the Quota Law for the insertion of women in the city of Goiânia, analyzing the process of selection of candidates for the Municipality of Goiânia in the 2020 elections and the profile of elected candidates . The topic is relevant, since most studies in this area take place at the federal level. The general objective is to analyze the proportionally smaller participation of women in Brazilian political positions, with a focus on Goiânia and on the effectiveness of the Quota Law. Thus, the process of applying the Quota Law in the selection of women in political parties for candidates for councilor in the Municipality of Goiânia was investigated. The methodology used instruments such as analysis of electoral legislation, decision-making mechanisms adopted by political parties, electoral data provided by the Superior Electoral Court (TSE) and interviews with candidates, elected or not, and party leaders. In this sense, the data and the interviews allowed us to understand that as much as the parties comply with the legislation foreseen in relation to gender quotas, it is not enough, there is still a long way to go. The interviews yielded very interesting results, as they approached the backstage of electoral campaigns and how each party operates. It was found that there is no internal preparation in the parties concerned with the formation and political preparation of women, aiming at really competitive candidacies.Item Juventudes partidárias: um estudo sobre renovação e recrutamento de elites políticas(Universidade Federal de Goiás, 2022-09-30) Santos, Rafael Silva dos; Alves, Vinícius Silva; http://lattes.cnpq.br/5280134976334285; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ferreira, Denise Paiva; Botelho, João Carlos Amoroso; Ribeiro, Pedro José FlorianoThe study seeks to understand the performance of young people in party organizations, examining how party youths are part of the organizational structure and their role in the process of functioning and renewal of political parties. Using the grounded theory approach as methodological inspiration, surveys of the statutes and interviews were conducted with youth leaders of the PARTIES DEM, PP, PSDB, MDB, PT and PCdoB – selected by their scope and diversity in the political-ideological spectrum. The main findings of the research are demonstrated through the collection of data from the interviews conducted that stated that the party youths, in accordance with the specialized literature, are, yes, agents of attraction of new members to the party and, consequently, of leaders, resulting in renewal of the staff. These subtitles do not have the same incentives that the major parties, since they can not get the electoral gains that allow them to seize power central goal of all party acronym. However, have always been present in the Brazilian party system. The research part of the party context in which small parties arise and act - the fragmented party system - search the elements that enable its creation and existence, the electoral legislation and institutional incentives they receive, as party fund and free time propaganda. The gains that small parties do and justify their existence are observed by analyzing the trajectory of the Social Christian Party (PSC) in Goiás. The composition of the political classes and the functioning of party organizations were and continue to be systematically analyzed by scholars who seek to contribute to the development of the area. Nevertheless, it is interesting to note the existence of very imprecise aspects when issues related to the formation of political elites and the exercise of intraparty activities are addressed. By accepting the party statutes as possible explanatory variables of the candidature selection processes, the main objective of this dissertation was to verify to what extent the norms defined by the statutory documents are reflected in the profiles of the candidates that are, in fact, selected. To that end, the adopted cut turned to the nominations to compete for the position of mayor in the city of Goiânia in the municipal elections of the year 2016. Methodologically, the analysis was organized as a case study and was based on the structure proposed by Hazan and Rahat (2001; 2006), which listed some criteria of inclusiveness about the selection of candidates perceived from aspects present in the party's own statutes. In addition, candidates profiles were observed based on information provided by the Tribunal Superior Eleitoral. Thus, data collection and analysis allowed us to state that, without disregarding sociocultural factors and local political dynamics, statutory norms can be considered as one of the dimensions capable of influencing the results of candidature selection processes.Item Formulação de políticas públicas de segurança no Brasil e a primeira conferência nacional de segurança pública(Universidade Federal de Goiás, 2018-07-09) Vilela, Fábio Alves de Castro; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ferreira, Denise Paiva; Sousa, Gaspar Alexandre Machado de; Lameirão, Camila RomeiroThis research studied government actions, processes, tactics, strategies or programs with the potential to substantiate any type of security policy formulated in accordance with the principles and guidelines deliberate at the first national conference of public safety in Brazil. In this way, using a hypothetical deductive thinking approach, by means of the hypothesis that more than half of the normative acts formulated by the Brazilian Congress, after the publication of this conference report’s, governmental actions, processes, tactics, strategies, or programs with the potential to substantiate some kind of security policy have been related to the principles and guidelines it has deliberately, tried demonstrate, comparatively, the percentage found between the principles and the guidelines and what has been produced by the public power in this sector. The work begins with a bibliographical research on policy and theories about participatory and deliberate democracy, to analyze the final report of the first national conference of public safety in Brazil, concerned to the data related to the government acts in question, arranged in the network information systems (INTERNET) of the Brazilian Congress and the Justice Ministry, extracting the necessary information to assist in the filling of gaps of scientific knowledge that Can explain the formulation and security policy design’s in Brazil. As result, the hypothesis was confirmed, demonstrating the percentage achieved by these acts, including in relation to each principle and guideline.
