Biroli; Souza, Marta RoveryThis research analizes the positive effects of Mother Centers on the political participation of the women and their contribution for the elaboration of the public political agenda. The case study compares the experiences of women of Mothers Centers in seven countries, with historical, geographical and different socio-political contexts, and their reflexions about their own political participation and collaborations. The research shows how Mother Centers are institutionalized and intermediate spaces between citizens and the government, building bridges of communication for the transmission of political interests and preferences. The analysis of the survey was conducted across a broad theoretical framework on participatory political participation and theories about Social Capital (amongst others: Miguel, 2003; Borba, 2012; Castro e Novaes, 2002; Norris, 2007; Phillips, 1995; Putnam, 2006). Thus, the research aims to be a positive contribution to the new theories of political participation extends seeking a participatory involvement of citizens and civil society in a proactive and democratic setting.Item O fim do paraíso fiscal Sul-Americano: o processo decisório uruguaio(Universidade Federal de Goiás, 2014-06-05) Barbosa, Márcio Roberto da Costa; Lucena, Andréa Freire de; http://lattes.cnpq.br/4327078837060568; Botelho, João Carlos Amaroso; Negri, CamiloUruguay, previously known as the “South American Switzerland”, adopted the tax haven model. Nevertheless, with the Tax Reform (Law No. 18.083) passed in 2007, the country abandoned this model. The question that this paper aims to answer is the reason for the political decision taken by the country to stop being a tax haven. The hypothesis raised for this investigation was subdivided in two planes. Externally, the scenario was one of version to tax havens and the pressure exerted over them. Internally, the motive would be the difficulty of establishing compatibility between a leftist government and a tax haven model. It was exactly when a political party with this ideology came into power that the reform was accomplished. This case study used documents as supporting data. The theory that erved as basis for this analysis is found on the work An Economic Theory of Democracy, by Anthony Downs and such theory was in part confirmed empirically. Regarding the ypothesis, and taking into consideration the international standpoint, an adverse nternational scenario served as confirmation of the country‟s decision. The same cannot be said about the internal scenario, in which the issue of ideology was not shown to be a determining factor for the decision which is the object of this study.Item Judicialização da política: uma análise das ações diretas de inconstitucionalidade a partir do estado de Goiás(Universidade Federal de Goiás, 2014-06-20) Freitas, Paulinny Marques; Bezerra, Heloísa Dias; http://lattes.cnpq.br/5901954357328179; Bezerra, Heloisa DiasSuccinctly, the judicialization of politics is a process that occurs in countries that adopt the constitutional democratic system as a form of political organization in which the institutions of the judiciary beyond its conventional skills, interfering or reevaluating the policy decisions of the Legislative and Executive through what is called judicial review (judicial review) and / or control of constitutionality, the law intervenes in politics in some cases, a process considered by many as strengthening democracy. The causes of this process are debatable, one of which is the demand of the other Powers and solutions for the resolution of disputes arising from the judiciary, but also from a more proactive stance of legal organizations, filling gaps left by other powers, especially regarding ensure the fundamental rights of minority groups. Such discussion emerged in the international arena, has been widely debated and the subject of research seeking to consolidate theories and measure the effects of this phenomenon for contemporary democratic societies, entering in the regional context. This research aims to map the Direct Actions of Unconstitutionality in the state of Goiás in the period between 1988 and 2013, a way to evaluate the process of legalization in this unit of the Brazilian Federation. The method was used for both the qualitative and quantitative, which presupposes data collection and evaluation in the light of theories and studies relevant to the topic. Such an analysis is justified by the fact that this mapping is unheard of in this state, which can serve as a database for future research, besides enriching the debate about the issue of legalization of politics in Brazil and worldwide.Item Corpo marginal: o processo de inclusão social nas políticas públicas desenvolvidas pela Secretaria Municipal de Esporte e Lazer, no município de Goiânia, entre 1997 e 2013(Universidade Federal de Goiás, 2014-07-03) Parreira, Fernanda Ramos; Borges, Pedro Célio Alves; http://lattes.cnpq.br/7554830885023925This dissertation takes as its object of study the public policy of sport and leisure, particularly public policy of sport and leisure developed by the municipal administration of the city of Goiania from the period of creation of the Municipal Sports and Leisure in 1997, up the year 2013. Through case study of the Program "Caminhando com Saúde" can be observed in the socio-political configuration of the field of sport and leisure in goianiense context, and understand its relation with the social inclusion process. This study is inspired by the Bourdieu studies of, in particular in the field theory to understand the dynamics of institutionalization of certain types of public policy for the field of sport and leisure, coupled with the theory of the public policy process, the model in question coalition of advocacy framework developed by Sabatier and Weible, which argues that the process of construction of public policy is linked to beliefs, values and ideas of actors involved in the dispute by the type of policy to be implemented. Moreover, the work converses with specific theories in the area of sport and leisure seeking to understand the phenomenon of sports and leisure practices associated with social and political configuration of contemporary society and for that, returns to the studies of Norbert Elias, regarding the theory of process civilization, to understand sociogenesis sport and leisure and its influence in shaping modern Western society. About the research methodological process was based on the qualitative approach and exploratory. Was used as the methods and techniques to document analysis, direct observation and content analysis. The application of interviews with the actors involved was held to "Caminhando com Saúde" program, users, physical education professionals and public administrator. Results showed that limitations concern public policies of sport and leisure in the city of Goiânia resulting from various factors, such as the low budget allocated to institutional folder, low interest authorizing body to foster and improve the implemented programs and nonparticipation of technical and community body in the design, implementation and mainly reviewed the policies implemented by SEMEL.Item A crise internacional de 2008 e a integração regional: os efeitos e as estratégias adotadas no Mercosul e na União Europeia(Universidade Federal de Goiás, 2014-08-02) Almeida Filho, Marcelo Marques de; Botelho, João Carlos Amoroso; http://lattes.cnpq.br/5318293368816272; Botelho, João Carlos Amoroso; Durães, Telma Ferreira do Nascimento; Pietrafesa, Pedro Araújo; Lucena, Andréa Freire deThis study aims to analyze the impacts of the economic crisis of 2008 in the MERCOSUR and the EU until 2013 and set out the main economic strategies adopted by the two integration schemes to combat the crisis. The effects and strategies adopted by South Americans Brazil and Argentina and Europeans Germany and Greece will also be assessed, as the decisions are not unanimous in the processes and each country has sought different solutions internally, changing the reflects of the crisis according to the case. The study will weave an overview about what are the international economic crisis and how they affect integration schemes. Considering that international regimes and studies on cooperation influence the integration, the analysis of these fit into explanations of what are international economic crises. The hypothesis is that MERCOSUR and EU retract as the main effect of the economic crisis of 2008, fitting with the theoretic expectation that integration processes reduces economic transactions and limit political retract and institutional agreements in times of during economic crises. Meanwhile, the reaction of the two largest economies of MERCOSUR and the process as a whole is contradictory, as Argentina and Brazil rose protectionism among them, at the same time that the scheme has worked to include more members and open up new consumer markets. In the EU, nor the countries were able to reach a consensus on anti-crisis measures and, therefore, the recession persists. Aiming to test the hypotheses, the study use a qualitative methodology of analysis and promote a historical reconstitution of the formation of the integration processes and the relationships between them. In theoretical terms, both neofunctionalism and liberal intergovernmentalism provide contributions to identify patterns of behavior adopted by the two schemes in relation to crises.Item As políticas públicas brasileiras de combate ao trabalho escravo contemporâneo: do regime internacional do trabalho às estratégias de enfrentamento(Universidade Federal de Goiás, 2014-08-18) Tomazeti Neto, Hugo; Durães, Telma Ferreira Nascimento; http://lattes.cnpq.br/6386493067782696; Durães, Telma Ferreira Nascimento; Lucena, Andrea Freire de; Roriz, João Henrique RibeiroThis dissertation analyzes the contemporary slave labor in Brazil around three axes: the international labor regime, public policy and government action directly involved in reporting and facing the issue. It adopts a qualitative approach methodology and is based on bibliographic, documentary and interview research. The first axis seeks to articulate an understanding of the international labor regime and, in particular, the regime which tackles slave labor by surveying the formulation of norms directly linked to slave labor in the international scene. The second axis addresses public policies to combat modern-day slavery, proposing an analysis around the terms proposed in the Brazilian internal IDOS, in light of theoretical perspectives and, thus, examines the treatment of the issue, from the perspective of international and domestic legislation. The third axis analyzes the influences on public and private agents relating to the issue of implementation, from the international regime and norms, focusing on an analysis of policies to combat slave labor by means of data collection. It concludes that the fight against slave labor in Brazil, ultimately, is still deficient. It shows that the emergence of a confrontation policy, based on the National Plan to Eradicate Slave Labor, is the result of an intense process of social mobilization, as well as international pressures. Specifically, the policy of tax incentives, which was implemented aggressively in the last twenty years. Our object is the case of the State of Goiás and from the volume of funds invested in the policy in question, we will assess the election results in the 246 municipalities in the State in four electoral cycles. To this end, we use quantitative methods to identify the correlation between the variables related to the policy of fiscal incentives and the election results. Three statistical models were built with the objective of clarifying how this governmental action can influence in electoral behavior. Finally, we present estimates of this impact. The results clearly indicate that the tax incentive policy and the election results in Goiás have high statistical relevance. ln the case studied, the electoral cycles in 2006, 2008 and 201 O, the policy benefits may have been a variable fairly representative. However, further studies should be developed, because the electoral behavior is a complex theme, where numerous variables and various theories are relevant and cannot be ignored.Item Estratégias e políticas públicas para promoção da internacionalização do ensino superior do Brasil(Universidade Federal de Goiás, 2014-08-22) Petrillo, Gisele Lúcio da Costa; Bezerra, Heloísa Dias; http://lattes.cnpq.br/5901954357328179; Bezerra, Heloísa Dias; http://lattes.cnpq.br/5901954357328179A internacionalização do Ensino Superior (ES) é um processo mundial crescente desde a década de 1990, provocado e estimulado pela globalização das interações políticas, econômicas, institucionais e sociais entre os países. Essa pesquisa verifica as estratégias e políticas públicas adotadas, nos níveis nacional e setorial, para a promoção da internacionalização do Ensino Superior do Brasil, percorrendo o período de 1960 até os dias atuais, chegando ao Programa Ciência sem Fronteiras. O objetivo dessa investigação consiste em compreender os processos de internacionalização e de formulação de políticas públicas para a internacionalização do ES e discutir acerca da efetividade dessas políticas dentro do modelo de Estado “gerencialista” e democrático brasileiro. A metodologia desse trabalho conta com a revisão sistemática da literatura acerca do estado da arte da internacionalização do ES e da literatura sobre políticas públicas com ênfase no ciclo das políticas e na importância das etapas de formulação, implementação e avaliação, além de contar com a análise de documentos oficiais, produzidos por agências internacionais, como UNESCO e OCDE, e nacionais, como CAPES e CNPq. Para analisar as informações e dados coletados, emprega-se o método qualitativo dedutivo. Existe uma percepção restrita e limitada quanto ao tema, sendo a forma passiva e cooperativa predominante no país, que coaduna com o padrão de inserção do país no sistema internacional e mostra-se em consonância com o modelo de desenvolvimento projetado, assim como com os interesses estratégicos brasileiros. O arcabouço institucional e a maneira, centralizada e verticalizada, de condução do processo de formulação e de implementação das políticas, concebido aos moldes top down (de cima para baixo), com objetivos gerais e metas não específicas, subscritos em grande parte dos acordos de cooperação internacionais, políticas setoriais, programas e planos que promovem a internacionalização do ES, refletem negativamente na possibilidade de se avaliar a efetividade dessas políticas no contexto do Estado “gerencialista” brasileiro e o accountability para a sociedade. Isso implica uma necessidade de conceber um modelo de internacionalização mais adequado e integrado ao projeto de Estado brasileiro e uma revisão do processo de formulação das políticas públicas em todas suas fases, de tal forma que se possa avaliar a efetividade dessas políticas públicas, incluídas nessas o Programa Ciência sem Fronteiras.Item Análise do discurso sustentável do Banco Nacional do Desenvolvimento Econômico e Social (BNDES), a partir da “iniciativa BNDES Mata Atlântica”(Universidade Federal de Goiás, 2014-08-25) Antonio, Marisa Dorive; Sartore, Marina de Souza; http://lattes.cnpq.br/7935836189977378This thesis aims to analyze the dynamics of the discourse of environmental policies of the National Bank for Economic and Social Development (BNDES), trying to study the "BNDES Atlantic Forest Initiative". The general theme of this research is "sustainable development", seen by BNDES performance in the market. This study adopts the perspective of Fligstein (2001), which is guided by the idea that the state is behind the expansion of markets, and through the creation of rules, laws, all this transform the market policy, and that the more laws, the greater the presence of the state and the greater the performance and availability of markets. Researches of Latin American approach still seem to be incipient. This work aims to discuss about the studies with reference to Latin America in Brazilian Political Science, i.e., the scientific production of who works with this subject regarding several topics involving Latin America, one or more countries of this zone, unless Brazil is not the only point of research. This exception means that a Brazilian case study realized by a professional of national Political Science cannot be part of what is produced in Brazil about Latin America, unless another point of observation is added to it. The database comes from CAPES, CNPq and some journals. Considering it, it is possible to understand that there was progress in scientific production about Latin America in the Brazilian Political Science, however this still is not enough for a country that aims to deepen its inclusion in the zone. One possible explanation is the methodological problems that national Political Science faces towards the use of tools that allows comprising a bigger number of case studies including other Latin Americans countries, besides Brazil.Item A formação da agenda e a seleção das alternativas para a participação do Brasil na instalação da sociedade moçambicana de medicamentos (SMM)(Universidade Federal de Goiás, 2014-08-26) Santos, Michelle Silva; Lucena, Andréa Freire de; http://lattes.cnpq.br/4327078837060568; Lucena, Andréa Freire de; Sartore, Marina; Dias, Luciana de OliveiraThis paper aims to present the process of agenda setting and policy formulation that led Brazil's participation in the installation of the Sociedade Moçambicana de Medicamentos (SMM). For this, the Model of Multiple Streams of John Kingdon (1984) is used. Although this is a method traditionally used for policy analysis nationwide, it was employed in this study considering its wide range of variables, allowing us a consistent analysis of the domestic and external aspects that influenced the conduct of that policy. Another great aspect treated in this study is that of international cooperation, whose profile will be presented in general and their specific activities in Brazil and Mozambique. Even if the goal is centered on the Brazilian agenda, we shall also bear aspects of Mozambican reality that will be needed for the analysis of the object. As a result of the research, we identified the factors that influenced the conduct of streams that originated the partnership between Brazil and Mozambique for the installation of SMM. Specifically, we conclude that the window that gave rise to the policy in question was opened by the stream of Brazilian politics.Item A atividade legislativa do presidente da República na política democrática brasileira(Universidade Federal de Goiás, 2015-03-06) Alves, Vinícius Silva; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ferreira, Denise Paiva; http://lattes.cnpq.br/0144446693015854; Ribeiro, Pedro José Floriano; Lameirão, Camila Romero; Botelho, João Carlos AmorosoThis work aims at, from a comparative perspective, testing the hypothesis that the 1988 Constitution of the Federative Republic of Brazil, when collated with the 1946 constitutional text, shows an increased influence of the president of the republic over the legislative process. So this question guides the work: to what extent the 1988 Constitution unbalanced in favor of the chief executive, the handling of the legislative process and the corresponding production of existing legislation? We also use the comparative method to identify traces of continuity and rupture in the established relationship between the Executive and Legislative powers from 1946 to 1964 and from 1988 to 2010. To accomplish this, first, the concept of political influence, from the work of Robert Dahl, and its relevance to political systems analysis, will be explored. After that, institutional recourses that allow the Chief Executive to influence the parliament members, present in the Brazilian constitutional history, will be listed, emphasizing the observation of the initiative powers and the prerogative of producing a law like normative act without the participation of the Legislative Power. Furthermore, the work observes the real influence of the president of republic, moment where data concerning the volume of legislative propositions and the duration processing of law projects from each one of the mentioned powers will be presented. At last, this thesis analyses the possible effects of the presence of an agent endowed with an expressive influence deriving from the asymmetric distribution of political resources provoked by an institutional plan.Item A constitucionalização da plurinacionalidade como condição para o desenvolvimento das autonomias políticas na Bolívia(Universidade Federal de Goiás, 2015-03-13) Ribeiro, Andrey Borges Pimentel; Joo, Carlos Ugo Santander; http://buscatextual.cnpq.br/buscatextual/visualizacv.do?id=K4700343H8; Joo, Carlos Ugo Santander; Botelho, João Carlos Amoroso; Ávila, Carlos Federico DominguesThe current research aims to analyse the relation between the plurinationality institutionalized in the 2009 Bolivian Constitution and the politics for developing autonomy in that country. The main problem of this study is resumed in the following question: in which way the 2009 Bolivian Constitution allows the developing of autonomy in the country? The methodology used in this work starts at the positive hypotheses that the plurinationality institutionalized in the 2009 Bolivian Constitution is a necessary condition to obtain the politic autonomy in the country, that's the reason why this research adopts a case study as a method to verify the casual relation in Bolivia's scenary. The methodology-theory which directs the research is the new institutionalism in a meaning which takes in consideration the fundamental elements of that theory, observing the Constitutional State, the conflicts and cooperation. As the study remains the State in Latin America, the research points three methodological precautions: the difficulty of studying the State, the concept of Latin America in the range of the work and the concept of coloniality of the power. About the data, the research works on institutional issues since the historical point of view, considering the origins of the institutions in the social and political context, including the 2009 Bolivian Constitution and its purpose of developing the autonomy even in its institutional foundation. For that, the research includes in the first chapter the concept of Plurinational State of Bolivia, which is proposed considering the plote of the Constitutional State, the Latin-American constitutionalism and the very beggining of the Nation-State over plurinationality. The second chapter makes a historical reconstruction of autonomies in Bolivian constitucionalism, especially its material aspect, once the constitutionalism of the country explained in the work is highlighted for excluding indigenous people from political participation, however, the perspective of 2009 Bolivian Constitution is to maintain an institutional structure better adjusted of their reality, opening space for developing autonomies in the country. Finally, the third and last chapter takes in consideration the Plurinational Bolivian State since the 2009 Constitution as a casual condition to the autonomy developing, observing that from the present Constitution started a political process of consummation of the historical claim for autonomy, not only for the indigenous ones, but the departmentals, regionals and municipals. To handle the proposed objective, we tried to discuss federalism in an expanded context, the place where the tax issue and the tax are part of a larger political arrangement. The research methods used were comparative and statistical. The comparative method was used to verify a temporal aspect the socio-economic performance in 2000 and 2010, and a spatial dimension, to measure the performance of social policies of the Brazilian regions. The statistical method was used to present the results achieved by the sectorial indicators of tax sharing, social policies of health and education, and to present the results achieved. These subtitles do not have the same incentives that the major parties, since they can not get the electoral gains that allow them to seize power central goal of all party acronym. However, have always been present in the Brazilian party system. The research part of the party context in which small parties arise and act - the fragmented party system - search the elements that enable its creation and existence, the electoral legislation and institutional incentives they receive, as party fund and free time propaganda. The gains that small parties do and justify their existence are observed by analyzing the trajectory of the Social Christian Party (PSC) in Goiás. The question is in practice increasingly commonplace lead to the decision of the Judiciary certain polemical and controversial issues in Brazilian society. The core of the discussion permeates the interpretation of the Constitution, questioning judicial supremacy regarding its interpretation and application, or if there is the possibility of expansion to other political actors, without causing the loss of normative weight. Within the broader role of the judiciary in national political decision making process is what the literature meant for judicialization of politics. This concept brings the political role of the judiciary, to claim the effectiveness of fundamental rights and guarantees, contributing to the implementation of essential fundamental precepts of democracy. The popularization of the web, since the 1990s, was accompanied by a growing concern by governments and scholars about its consequences. The political activism has found on technology, since the 1980s, new forms of expression and action. In the early twenty-first century, the process of radicalization of some movements and the debate on society of control and surveillance has intensified. The Wikileaks organization and the NSA’s (National Security Agency) documents leaked by Edward Snowden, for example, have shown the power and relevance of such groups. Thus, this study aims to assess and map the impact of this type of activism in Brazil. Since this is an exploratory research, the cartographic methodology will be used in order to provide an overview of cypherpunk activism in Brazil. We have chosen the cartographic methodology to present an overview of the impact of cypherpunks’ discourse in Brazil. The research tries to find the main disseminators of speech and action and understanding this process as a constant construction. This methodology allows both the treatment of robust data, obtained through mining in networks, as a qualitative analysis of data from documentary sources. In addition to the theoretical discussion, this work operates with data mining in social networks, especially Twitter. The goal is to obtain primary data on the subject in Brazil. Thus, data mining software capture tweets (yourTwapperKeeper) with keywords determined by theoretical discussion. The decision negotiated by Brazil of acquiring Acre with the payment of indemnity to Bolivia and the Bolivian Syndicate, both involved in the issue, was considered under the rational actor model with an evaluation of the alternatives that the Braziliangovernment of the early republican period had at his disposal, concluding that, in the calculation of gains and losses, it was the most suited option to Brazil. Regarding the organizational process model, the behavior of the Brazilian Ministry of Foreign Affairs was analyzed in disputes for territory, with the conclusion that the standard used to be adopt by the agency was reproduced in part in the case of Acre, in which only the use of the concept of uti possidetis, and not also an arbitration process, was present. In order to reach this objective, a mapping of the Program was realized since its original version in 2005, going by its reformulation in 2008, until 2012, the last year of execution of ProJovem Urbano in Goiânia. To analyse a public policy requires a fine perception of the political, economic and social country's configuration, so that this three fields will guide the explanation of these policies' impact on the young and the society. Thus, the dynamics evolved at the moment of implementation, its institutional spread, its legal stand and the State's action towards the public policies by the concepts of federalism, decentralization and Welfare State, are relevant elements to understand the matter. Brazil's 1988 Constitution was a turning point regarding the public policies decentralization, so that the three government levels started working in cooperation to provide the policies and programs to citizens. Finally, despite being contrasting perspectives, the research favoured the top-down and bottom-up analysis models, for supplying the inspiration in different analytical moments of the Program by means of a methods triangulation
